- Attachment J-5 - PWS Technical Exhibits 3-20 Attachment J-4 - PAST PERFORMANCE EVALUATION QUESTIONNAIRE FORM Attachment J-3 - Staffing Plan Attachment J-2 - Facility Clearance Worksheet Attachment J-1 - Price Model W9133L17R0004 The National Guard Bureau (NGB) - Operational Contracting Division located at Arlington, VA anticipates issuing a Request for Proposal (RFP) for the PATRIOT Exercise Program for the Air National Guard A-2/3/6 located primarily at Andrews Air Force Base, MD. The Air National Guard Air, Space and Cyber Operations Directorate (NGB/A3) in coordination with Air National Guard A-Staff and National Guard Bureau (NGB) develops and implements policy to organize, train, equip and deploy Air National Guard (ANG) combat ready forces in support of state, service, and combatant command requirements worldwide. The NGB/A2/3/6OY Exercise Branch exists to assist units in the planning, coordination and execution of their participation in ANG sponsored exercises and other exercises/events. The PATRIOT Exercise is one of those exercises and is the first National Guard Exercise to be Joint National Training Capability (JNTC) Accredited by Joint Staff J7. NGB/A2/3/6OY, as the executive agent, requires external expertise possessing the requisite technical knowledge, education, and skills in the areas of exercise designing, planning, preparing, executing and assessment in order to plan and conduct Domestic Operations (DOMOPS) exercises. Under the resulting contract, the Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in the PWS as Government Furnished, to perform NGB/A2/3/6OY PATRIOT Exercise Program planning The requirement is solicited on a restricted competitive basis as a Service Disabled Veteran Owned Small Business (SDVOSB). The Government anticipates awarding a firm-fixed-price (FFP) contract with separate contract line item numbers (CLINs) for travel. The Government reserves the right to award one or no contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. The period of performance is a one-year base period and three (3) 12-month option periods.
