- Pre-solicitation Notice Solicitation Number: R17PS00069 - Stream Gauging Services of the Malheur, Burnt, Powder and Crooked River Basins, Oregon Synopsis: The Department of Interior, Bureau of Reclamation, Pacific Northwest Region has a requirement to perform and maintain stream gauging operations in the Malheur, Burnt, Powder, and Crooked River Basins, Oregon as directed by the Reclamation Act of 1902 and Public Law 105-245. The applicable North American Industry Classification System (NAICS) is 924110. The work consists of providing streamflow data for water resources management of the Malheur, Burnt, Powder and Crooked River basins. The project is to manage the water effectively, and provide accurate up to date streamflow data that is critical so that water managers can manage water for irrigation diversions, flood control releases, and fisheries. The Government intends to procure specialized services on a single-source basis, in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR subpart 13.5 procedures. The entity to which the Government intends to award is Oregon Water Resources Department (OWRD), Salem, Oregon as 1. OWRD owns the gaging stations and the equipment at those stations; and 2. OWRD will not allow anyone other than their trained personnel to access their stations or equipment. Reclamation intends to award a firm fixed-price contract. The initial period of performance (base year) shall be January 1, 2017, through December 31, 2017, with four 1-year option years. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued. Interested persons may identify their interest and/or provide a capability statement to Mr. Michael Moffett, Contract Specialist, by email at mmoffett@usbr.gov. All capability statements received within 30 days after the publication of this announcement will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
