Description
THIS IS A SOURCES SOUGHT NOTICE ONLY: This announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS. The result of this market research will contribute to determining the method of procurement. The Department of Veterans Affairs, Veterans Benefits Administration, North Atlantic Region, is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Construction Management Services. The purpose of the project is to obtain Construction Management Services for residential home modifications for Veterans.   These Veterans have been approved for the Independent Living Program, which includes residential construction alterations.   The contractor shall provide Construction Management Services to include, but not limited to, Project Planning Phase Services (conduct site visit of Veteran s home and prepare report and Statement of Objectives for construction project, identify best method for achieving stated construction objective and major risk areas, draft construction estimate), Project Procurement Phase Services (attend construction pre-proposal site visit and pre-construction conference), Construction Phase Services (monitor and coordinate submittal review process, review and monitor construction project schedule, coordinate construction activities, review payment requests), and Inspection Services (conduct regular site inspections, monitor safety, prepare inspection reports). Period of Performance:   30 days after award of contract (for Project Planning Phase).   NOTE:   the Government has 240 calendar days to exercise the optional contract items (Project Procurement Phase, Construction Phase, and Inspection Phase). Applicable North American Industrial Classification System (NAICS) code for this procurement is 236118 (Residential Remodelers). The corresponding index entry is Construction Management, Residential Remodeling, with a Small business size standard of $36.5 Million. This is not a solicitation for Construction. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) Company name, address, and point of contact with phone number, and e-mail address; (2) Type of business (i.e. Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business (SB)) under NAICS 236118, which contains a size standard of $36.5M; (3) A positive statement of your firm s intent to submit a proposal in response to a solicitation for this project; (4) Proof of registration in the VA VetBiz website (if applicable) and verification by VA Center for Veterans Enterprise (CVE) (www.vetbiz.gov); and (5) Completed Location Interest form. The response date to this Sources Sought notice is December 5, 2016, at 3:30 PM EST. This market research is for informational and planning purposes only to determine if an SDVOSB, VOSB, or SB set-aside is appropriate. The Government will not pay any costs for responses submitted.
