- PROJECT DESCRIPTION: This project is to replace the 68-year old reservoir and associated piping to assure a reliable DoD compliant potable water supply and to ensure fire sprinkling pressure is available for DLA's east coast primary distribution center. The project is a military construction project for the Defense Logistics Agency distribution customers and will provide 750,000 gallons of potable water storage capacity and adequate fire pump pressure at the New Cumberland site. This project will support our military and other federal agencies, both stateside and overseas by providing adequate fire support and emergency potable water supply for installation personnel and storage warehouses. The scope of the project will incorporate construction of an elevated 750,000 gallon potable water storage tank compliant with Federal Aviation Association (FAA) guidelines. The new facility will be constructed at a location nearby the existing reservoir and the project will include transferring the system over and decommissioning the old reservoir, which currently sits on remote property. The new facility includes an elevated water tower with all associated footings and site work. Site work will include coordinated work and connection to existing water lines, which range in size from 12 to 20 inches. Water lines include valving and level controls to regulate water levels and pressures through the system. Telemetry/instrumentation control system for tank level and valve settings must be compatible with the Installation's existing Supervisory Control and Data Acquisition (SCADA) System. Any disruption of the water supply will impact fire fighting capability. Project scope includes upgrade of existing fire pumps and fire alarm panels to increase pressures and improve fire fighting capability. Site security requirements can be met with a 10' chain link fence, with outriggers and barbed wire and CCTV Security System. Due to its close proximity to the Capital City Airport the elevated tank will require special markings and signal lights to meet FAA requirements and cranes used during construction will require careful coordination with the Capital City Airport. Upon completion of this project, the existing 100,000 gallon reservoir, Facility 17, will be drained, concrete will be removed and then backfilled, and closed. The existing 20" pipe will be capped and left in place for possible use in future. Project must meet NFPA 22 and UFC 3-600-1 requirements. This solicitation will be released on our about December 13, 2016. a) Magnitude of Construction is between $5 Million and $10 Million b) The NAICS code applicable to this requirement is 237110, with a small business size standard of $36.5 Million. c) This will be available for Full and Open Competition The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued by paper. No phone or fax request for a copy of the solicitation will be accepted.
