- Sources Sought for PR FD2060-17-00456 (Request for Interested Manufacturers) FROM: Chris Boarman/411 SCMS/GULAB Logistics Manager TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers : Electrical Equipment Rack, MT-6870/ASN-161, NSN: 5975-01-416-0394SO used on the HH-60G Helicopter. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the HH-60G Helicopter Electrical Equipment Rack, MT-6870/ASN-161, NSN: 5975-01-416-0394SO ITEM DESCRIPTION The Electrical Equipment Rack, MT-6870/ASN-161, is a component that is a vital part of the AN/ASN-161 Video Symbology Display System (VSDS). The VSDS interfaces with helicopter avionics systems to generate multi-mode Symbology displays that are superimposed into the field of view of the night vision goggles (NVG), and integrated with forward looking infrared (FLIR) video for presentation on the panel display units (HDD). Impediment to Competition: The Electrical Equipment Rack, MT-6870/ASN-161 is designed, qualified and manufactured exclusively by BAE for the H-60 helicopter. No commercial aircraft item fits the criteria and only BAE has the necessary data to produce it. The Electrical Equipment Rack, MT-6870/ASN-161 is not under the configuration control of the government. BAE designed the Electrical Equipment Rack, MT-6870/ASN-161 to work on the H-60 helicopter. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, BAE is the only known source with adequate knowledge of the Electrical Equipment Rack, MT-6870/ASN-161 and the VSDS. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to BAE Systems Information and Electronic Systems Integration, Inc. for the manufacture of the HH-60G Helicopter Electrical Equipment Rack, MT-6870/ASN-161, NSN: 5975-01-416-0394SO. Other interested parties may identify their interest and capability to respond to the requirement no later than 14 December 2016 by emailing Chris Boarman, chris.boarman.1@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
