- NOTICE: RESPONSE DATE HAS BEEN EXTENDED TO 09 DECEMBER 2016 Description: Sources Sought - Armor Hardware, Turret Systems and Platform Integration Kits Market Survey: W15QKN-17-X-07W4 The US Army, Army Contracting Command, New Jersey on behalf of Project Manager Soldier Weapons (PM-SW), located at Picatinny Arsenal, NJ is conducting a market survey to identify potential sources for procurement of Armor Hardware, Turret Systems and Platform Integration Kits (PIKs). The Armor Hardware consists of Gunner Protection Panels and Kits (e.g. Objective Gunner Protection Kits (OGPK) that may include mechanical, electrical and electromechanical components. The turret system consists of hatch assembly, slew bearing and gear ring for tactical vehicles, interfacing with Gunner Protection Kits. The PIKs provide the mechanical and electrical interfaces to integrate Remote Weapon Systems (RWS) to a variety of U.S. Government (USG) platforms. This notice is to determine if there are potential sources capable of fabricating the required Armor Hardware, Turret System and PIKs components using both traditional and non-traditional manufacturing methods and techniques. These components often utilize both traditional and exotic materials, may include exceptionally high tolerances and often utilize precise features. In addition to the mechanical components this notice is to determine if the same potential sources are capable of providing engineering support services (e.g. engineering drawing support, minor design efforts) and deliver complete Armor hardware, Turret System kits, PIKs and assemblies that include cable harness assemblies, gunner accessory package (GAP), turret drive motors, controllers and transparent armor in accordance with USG provided Technical Data Packages (TDPs) that may include source-controlled, non-developmental, Commercial Off The Shelf (COTS) items. This notice is also to obtain information regarding industrial capability on production rate. The USG will develop a separate TDP for each Armor Hardware, Turret Systems, and PIK. The contractor shall manufacture each in accordance with the TDP provided by the USG. The production requirement for this effort is at an estimated total of 5000 kits and an estimated range of 50-100 kits per month with a capability to ramp up to 200-300 kits per month. The Technical Data Packages (TDPs) for the Armor Hardware, Turret Systems, and PIK are categorized as Distribution D and are restricted. These TDPs contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This also applies to distribution of the TDPs to all Subcontractors at every level. If/when a solicitation is released, only contractors, who have a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire and a U.S. Government Use and Non-Disclosure Agreement (NDA) to be executed by an authorized representative of the respondent's firm before access can be granted to the technical data. Drawings will not be provided as part of this Market Survey / Sources Sought Notice. This Market Survey is a questionnaire to identify sources capable of satisfying the requirements. No TDPs are being released now. If/when a solicitation is released, vendors will have the opportunity to obtain the TDP. Vendor Questionnaire: The purpose of this questionnaire is to obtain information from industry to assist in the market research. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items: 1. Company Name 2. Company Address / Country Represented / Website 3. Company point of contact and phone number 4. Business Size (Small/Large & Number of Employees) CAGE Code / DUNS Number. 5. The North American Industry Classification System (NAICS) code for this effort is 336992. 6. Commerciality: (a.) Our product as described above, has been sold, leased or licensed to the general public (b.) Our product as described above, has been sold in substantial quantities, on a competitive basis, to multiple state and local governments. The development of the product was done exclusively at private expense. (c) None of the above applies. Explain. 7. Location where primary work will be performed (if more than one location, please indicate the percentage for each location). 8. Major partners or suppliers. 9. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required). 10. Provide minimum and maximum monthly production rates of past production of same or similar items. 11. Identify manufacturing, managing and engineering experience of like systems of equal or greater complexity. 12. Identify lead time, including supplier/design qualification efforts and production ramp up time, to meet full capability for production. 13. Please provide any additional comments.
