Description
This is a synopsis/pre-solicitation notice for The MathWorks, Inc. MATLAB software license and software license renewal and service agreement prepared in accordance with the format in FAR Subpart 5.207. The U.S. Environmental Protection Agency (EPA) intends to negotiate and award a firm fixed price (FFP) contract to The Mathworks, Inc. The EPA, Office of Air and Radiation ¿s Assessment and Standards Division (ASD), Compliance Division (CD), Transportation and Climate Division (TCD), and Testing and Advanced Technology Division (TATD) including the Office of Research and Development ¿s National Risk Management Research Laboratory (NRMRL) has a requirement for new and the renewal of MathWorks Licenses and Maintenance Agreement to continue its advanced vehicle modeling work. The specific required functionalities of the MatLab/Simulink software are listed below: ¿Modeling environment, graphical components, and simulation for full vehicle and HIL systems ¿Deterministic execution semantics with hierarchy, parallelism, temporal operators, and events ¿State diagrams, state transition tables, and state transition matrices representing finite state machines ¿Flow charts, MatLab functions, and truth tables for representing algorithms ¿State diagram animation, state activity logging, data logging, and integrated debugging for analyzing the design and detecting run-time errors ¿Static and run-time checks for transition conflicts, cyclic problems, state inconsistencies, data-range violations, and overflow conditions ¿Mealy and Moore finite-state machines This software has been utilized for various projects over many years and continuity of the software is also a consideration. The maintenance agreement shall include software updates, fix bugs, and support end users as needed. The MathWorks Inc. is the sole proprietor and only known distributor of this software in the United States. Therefore the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b) (1). Interested firms may identify its interest and capability to respond to the requirement within fifteen (15) days of the publication of this synopsis. In accordance with FAR 5.207, all responsible sources may submit a proposal, which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.
