Description
Synopsis: Sources sought for Prospective Bidders: The SLAC National Accelerator Laboratory (SLAC) is operated by Stanford University (University) as a contractor for the United States Department of Energy (DOE) Office of Science (SC). The University has determined that Offerors for this project will be required to have a valid California contractor's license appropriate for the type of work involved. The Offeror or performing lower tier subcontractor is required to have a current California contractor's license, proof of insurance, and bonding capability. The University is seeking sources that are both large and small businesses. The University may elect to set this requirement aside exclusively for small business participation if a sufficient number of small businesses are qualified. Description: The Far Experiment Hall (FEH) is an 11,000 square foot underground cavern constructed in 2008 which contains experimental facilities. The FEH Access Tunnel provides access to the FEH from the exterior at ground level. It is approximately 357 feet long by 20 feet wide. The FEH houses experimental facilities for SLAC's Linac Coherent Light Source (LCLS). In order to accommodate additional experiments within the FEH, it is desired to relocate certain support functions to the access tunnel. Specifically, the construction will include new restrooms, a sewer sump and relocation of existing related pressurized piping, three wet laboratories, fire sprinklers, HVAC, partition walls, piping, exhaust systems, electrical systems and signage. Work is anticipated to start in March 2017. The University intends to award a single fixed-firm-price subcontract for this work based on completed specifications and drawings documents. The subcontract will be issued under Prime Contract No. DE-AC02-76-SFO0515 between the University and the United States Government (hereinafter "Government"), represented by the Department of Energy (hereinafter "DOE") for the management and operation of the SLAC National Accelerator Laboratory and the performance of certain research and development work. Subcontractor Qualification Evaluation criteria in the solicitation will include, but not limited to, the following, in addition to project specific technical requirements, which will be provided in the formal solicitation. The key personnel shall have experience on a minimum of 3 similar projects within the last 5 years of comparable projects (size, scope, and complexity) to illustrate their experience in the proposed work, their participation in the example projects, and any other relevant qualifications. •· PM or Superintendent experience with at least one DOE project in the last 5 years specifically dealing with Environmental and Safety Compliance. •· Offeror shall provide examples of successful completion of any projects on schedule, within budget, and meeting customer satisfaction, in the last 5 years. List a minimum 3 projects for comparison of project budget and schedule (planned versus actual). •· The Offeror shall have at least one successful DOE/SLAC project in the last 5 years dealing with Environmental and Safety Compliance. •· SLAC reserves the option with permission from the Offeror, to contact the customer to validate the Offeror's performance. NOTE: This is not a request for a proposal. Any proposals received based on this posting will be disqualified upon receipt.
