Description
JUSTIFICATION Statement of Work For Federal Spectrum Manager Support to NOAA/NESDIS The contractor will be assigned to the National Environmental Satellite, Data and Information Service (NESDIS)/Assistant Chief Information Officer (ACIO) to support the NOAA/NESDIS Federal Spectrum Manager. In this capacity, the contractor will support the NOAA Federal Spectrum Manager at international and national forums where Federal representation is required. The contractor will also support NOAA/NESDIS Spectrum Managers in national and international regulatory bodies, including the National Telecommunications and Information Administration (NTIA), the Federal Communications Commission (FCC), the Inter-American Telecommunication Commission (CITEL), and the International Telecommunication Union (ITU). The contractor also will communicate with the meteorological community regarding spectrum-related issues that impact scientific use of the radio spectrum, and will be responsible for presentations at scientific conferences and advisory bodies on spectrum-related issues. Additionally, the contractor will provide support to NOAA/NESDIS Spectrum Managers with other government and private-sector spectrum-using entities to coordinate frequency use. The contractor will assist in developing and implementing NOAA/NESDIS spectrum policy in response to recent Presidential and legislative directives to make spectrum more available to the private sector. The contractor will be responsible for ensuring the certification and frequency authorizations for radio systems operating under NOAA/NESDIS control; will assist with spectrum management programs, initiatives, and related activities, including developing strategies that anticipate NOAA/NESDIS needs; and will assist in executing vital change initiatives. The contractor will work in support of NOAA/NESDIS representatives to national and international committees, including the Radio Communications Sector of the International Telecommunication Union (ITU-R), to further NOAA/NESDIS positions. Additionally, during the 90-day term, the contractor will be required to provide technical and professional support services for support to ACIO and NESDIS organizations working with ACIO on common tasks and activities. The following list of tasks is not necessarily exhaustive but indicates the types of tasks to be undertaken by the Contractor: •General Systems Engineering and Integration •Acquisition planning, analysis and evaluation •Technology application and assessment •Special studies and alternative analyses NESDIS reserves the right to refine the direction of tasks and add additional tasks within the general scope of this contract/task order. Contractors will not be provided any government furnished equipment and shall be considered visitors when at a government facility. The contractor shall comply with IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements for Information Technology Resources (April 2010). Except as noted below, personnel shall be screened in accordance with the requirements for High Risk, Critical Sensitive contracts as specified by CAM 1337.70 section 2.3 and 2.4; specifically, in accordance with CAR 1352.237-70, Security Processing Requirements - High or Moderate Risk Contracts (April 2010). Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (April 2010). This task order is authorized to include work up to and including TS-SCI classification level. Personnel requiring access to classified National Security Information shall be screened in accordance with the requirements for Special Sensitive, National Security, contracts as specified by CAM 1337.70 section 2.4, specifically, in accordance with CAR 1352.237-72, Security Processing Requirements - National Security Contracts (April 2010). Any access to classified national security information by contract personnel who are Foreign Nationals in prohibited. Only U.S. Citizens are eligible to obtain a security clearance. All Department of Commerce security processing pertinent to this contract will be conducted at no cost to the contractor. Personnel security clearances for National Security contracts in the Department of Commerce are processed according to the Department of Defense National Industrial Security Program Operating Manual (NISPOM). The contractor requires access to NSI at the TS-SCI level and agrees to comply with the NISPOM. Additional guidance on National Security contracts is available in Chapter 37, Industrial Security, of the DOC Manual of Security Policies and Procedures.
