- The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado intends to award as a Brand Name/Sole Source basis to Redbird Flight Simulations Inc. for a flight simulator per solicitation number FA7000-17-T-0013. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-92, 18 November 2016. This flight simulator is required by the 557 Flight Training Squadron. This flight simulator can only be provided by Redbird Flight Simulations Inc., 2301 East St. Elmo Road, Suite 100 Austin, TX 78744, a small business. This procurement is for the acquisition of a brand name/sole source commercial item in accordance with FAR Parts 12 & 13. The North American Industry Classification System Code (NAICS) is 333318 and the size standard is 1000 employees. •- There is only one responsible source and no other item will satisfy the USAFA current requirements. Most flight simulators that simulate general aviation aircraft are either full motion devices (full task ~$300,000+), complete with hydraulic motion, 260 degree visuals, etc., or desktop trainers composed of a simple joystick and rudder pedals ($4-5,000) that operate off a simple desktop CPU and monitor. The Redbird Xwind SE is a simulator with both visual and motion cues, at a cost below $40,000. Other devices that provide the same functionality are not available as a part-task trainer. Flight simulators that provide comparable functionality are either full motion (full task), or cost well over $150,000. The Redbird Xwind SE satisfies training requirements listed above in a cost efficient manner; comparable devices cost in the $150,000-300,000+ range. Requirements for the Flight Simulator: Line item Description Quantity Unit of Issue 0001 USAFA 557 FTS part-task flight simulator 1 each •1. The following is a list of salient characteristics for the crosswind training device: •a. Part-task flight simulation trainer with a control console and CPU. •b. Must have a cockpit layout complete with at least one yoke and one set of rudder pedals. •c. Flight controls must be available for at least one pilot. •d. Must contain visual displays, 3 LCD monitors as a minimum. •e. Must be able to simulate turbulence and windshear. •f. Must be able to simulate crosswinds up to 15 knots, with a total wind of at least 25 knots to simulate T-53A wind limitations. •g. Must provide a motion platform to simulate flying in crosswinds and provde feedback to the pilot. •h. Must fit into a room 15 ft long by 20 ft wide. •i. Must operate on a standard US 110 volt, 15 Amp outlet. •j. Must come with at least a one-year warranty. •k. Must be delivered completely assembled with all necessary hardware and software provided by the supplier. •2. The 557 FTS will not be responsible for providing additional equipment to complete the installation of the device. The product must be COTS and any training on the operation of the device must be provided by the supplier. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the flight simulators requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response, which if received timely, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 1:00 p.m. MDT on 9 December 2016. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) at http://sam.gov/. The Government intends to award a firm fixed price purchase order processed in accordance with FAR 12 and 13. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
