- DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with GenISys, Inc. of 2953 Bunker Hill Lane, Suite 400, Santa Clara, CA 95054 for the purchase of one (1) year of software support for both the BEAMER and LAB software systems currently in use by NIST. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Center for Nanoscale Science and Technology (CNST) at the National Institute for Standards and Technology (NIST) seeks to purchase software and applications support in order to maintain currently installed versions of BEAMER and LAB software on the Center for Nanoscale Science and Technology (CNST) NanoFab domain. The software is installed as a shared resource in the CNST NanoFab which is accessible to researchers from industry, academia, NIST, and other government agencies. The software is used to optimize optical and electron-beam lithography exposure parameters based on pattern design and substrate materials and aids the user in successfully printing features in the micron and nanometer length scales. Procurement is for one (1) year of support for both BEAMER and LAB software. The software support shall include unlimited phone support and include all recent updates and software revisions. The applications support will include unlimited applications support via phone and/or internet as well as one scheduled site visit to NIST to offer direct training to staff and users of the software packages. Delivery shall be FOB DESTINATION and shall occur not later than 2 weeks after receipt of order (ARO). Research has found that only one (1) company can meet the 100% compatibility with the existing files, due to proprietary GenISys software. The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers, and the size standard is $38,500,000.00. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. Eastern on December 14, 2016. Inquiries will only be accepted via email to forest.crumpler@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
