This draft solicitation does not constitute a solicitation or a promise of a solicitation in the future. This draft solicitation is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. PROPOSALS ARE NOT SOLICITED UNDER THIS DRAFT SOLICITATION. No entitlement or payment of direct or indirect costs or charges by the National Institute of Standards and Technology (NIST) will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non‐restricted/non‐proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. *********************************** Background: NIST intends on issuing a solicitation during FY2017 for the award of multiple IDIQ contracts for Cybersecurity Research, Development and Implementation (CRDI) services. NIST previously posted Sources Sought Notice number AMDTC-16-0004 to FBO for market research purposes. The requirements of the planned contract are described in the attached documents. NIST anticipates that the requirement will be solicited as a 100% small business set aside under the NAICS code 541519- Other Computer Related Services, with a small business size standard of $27.5 million. NIST anticipates that the official solicitation will require potential offerors to respond to the requirements of the IDIQ Performance Work Statement (PWS) along with the requirements of the PWS' for eight (8) separate task orders under the IDIQ. NIST anticipates the award of multiple IDIQ contracts to the offerors that represent the best value to the government based on the evaluation factors for award; however, NIST will reserve the right to award only one contract to the offeror that represents the best value to the government if the proposals received indicate that such a strategy would be in the best interests of the government. Additionally, as a result of the official solicitation, NIST intends to award all, some or none of the eight (8) task orders that will be included in the official solicitation. In addition to the PWS' for the IDIQ contract and the eight (8) potential task orders, NIST has attached documents detailing the draft set of evaluation factors for award that NIST intends on using in the official solicitation, the draft set of proposal instructions for future official solicitation, and a document detailing the draft set of required labor categories for the IDIQ contract. In the official solicitation, NIST intends on requiring all offerors to propose ceiling fully burdened hourly labor rates for each of the required labor categories. Purpose: To ensure this effort is executed in the most effective manner possible, NIST is seeking industry input by (1) issuing a draft solicitation for prospective offerors' review, comments, recommendations and questions, and by (2) holding an Industry Day/Pre-solicitation Conference to provide further information and encourage industry participation. The attached document set includes, among other sections, the draft IDIQ PWS, draft PWS' for Task Orders #1 through #8, draft evaluation criteria, draft proposal instructions and the Industry Day/Pre-solicitation Conference Announcement. The draft solicitation is intended to provide an opportunity for expert industry feedback into the tentative design of the proposed effort and the supporting procurement. Your questions and input will be the basis of an Industry Day/Pre-solicitation Conference that NIST anticipates holding on January 13, 2017 at our Gaithersburg, MD location (see Section 2 for further details). ************************************ 1.Draft Solicitation Response Submission Instructions In order to improve the final solicitation, NIST encourages industry to submit questions and comments regarding any and all contents of the draft solicitation documents by no later than Wednesday, January 4, 2017, 3:00 PM Eastern Standard Time. Questions and comments submitted after this date will be accepted, but may have less impact on the content of the final solicitation depending on where the acquisition team is at in the final solicitation development process. Additionally, questions and comments submitted after this deadline will not be answered at the planned Industry Day. Following receipt of your questions and comments on the draft solicitation documents, NIST intends on analyzing them and formulating a consolidated set of pertinent questions/comments to respond to at the planned Industry Day. As a special point of interest for NIST, it is requested that prospective offerors identify draft solicitation elements that you believe must change (and how) and draft solicitation elements that must stay the same in the final solicitation in order to maintain your interest as a prospective prime contractor. Additionally, NIST is specifically interested in elements of the draft solicitation documents that prospective offerors believe require clarification in order to allow for sufficient responses in eventual proposals. Due to the complex nature of this effort prospective offerors are highly encouraged to consider partnering with each other to be able to successfully perform all of the task areas identified in this contract (Offerors should note that it is ancitipated that the clause at FAR 52.219-14 Limitations on Subcontracting will be applicable to and included in the resulting solicitation, when posted). NIST plans to make the attendee list for the Industry Day, along with contact information, public via an amendment to FBO; this will not include attendees that have stated their preference to not have their information shared. Additionally, NIST intends on posting a copy of the presentation(s) given at the planned Industry Day to FBO following conclusion of the Industry Day. Format of Responses: All questions/comments in response to the Draft Solicitation notice must be submitted by the deadline given above in Section 1, and must be submitted via email to both chantel.adams@nist.gov and keith.bubar@nist.gov. All emails submitted in response to this notice must reference the Notice number " AMDTC-17-0003 " in the email subject line. It is expected that interested parties will respond to this Draft Solicitation notice with specific questions/comments on specific elements of the Draft Solicitation documents. Responses to this Draft Solicitation are limited to a total of twelve (12) pages, single-spaced. The responses must be in MS Word format. Pages shall be 8½‐inch x 11‐inch, using Times New Roman 11 Point Font. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1" margin space. IMPORTANT: Each question/comment provided in your response to this Draft Solicitation must be submitted in a format similar to the following, and must include the following references: Attachment #: XX (This refers to the # assigned to each of Attachments # 1-12) Page #: XX Paragraph/Section # : XX Question/Comment: XXXXXX Protection and Encryption of Sensitive Data: To ensure secure, email communications, it is strongly recommended that all prospective offerors obtain email encryption capability. Use of unencrypted email by the submitter is done at the submitter's own risk, but will be accepted by the Contracting Officer. Emails from the Contracting Officer may, at some point, be limited to prospective offerors with encryption capability. Schedule updates, including additional opportunities for industry interchanges (industry day slides, and/or Industry Day Attendees List, etc.), may be provided via separate FBO notices. ***************************************** 2.Industry Day/Pre-solicitation Conference NIST is hosting a Cybersecurity, Research, Development and Implementation (CRDI) Industry Day/Pre-solicitation Conference to discuss with industry stakeholders, in an open forum, the specific intentions of NIST regarding this upcoming opportunity supporting the Information Technology Laboratory (ITL). The Industry Day/Pre-solicitation Conference is scheduled to take place on Friday, January 13, 2017 at the NIST Gaithersburg, MD location (100 Bureau Drive, Gaithersburg, MD 20899), from 9:00 am - 3:30 pm Eastern Time. Only registered individuals will be able to participate in the conference. Reference Attachment 13 for further details and registration instructions for the Industry Day/Pre-solicitation Conference. This is a FREE event. Due to space constraints, NIST has placed a limit on attendees of four (4) individuals per organization. The Industry Day/Pre-solicitation Conference is designed to 1) clarify the intent of the effort; 2) respond to prospective offeror's questions (which must be submitted prior to January 4, 2017 at 3:00 PM Eastern Standard Time, as stated above); and 3) provide interested parties with networking opportunities to explore potential teaming arrangements for this requirement. NIST is requesting industry feedback and questions prior to this Conference, as detailed in Section 1 above.
