- Sources Sought Template (Request for Interested Manufacturers) FROM: Melissa Carvin, 408 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of 6130-01-269-3624/POWER SUPPLY ASSEMBLY SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Power Supply Assembly, NSN 6130-01-269-3624. ITEM DESCRIPTION This item is part of the AN/ALQ-161A Electronic Countermeasures System installed on the B1-B bomber aircraft. The Dual TWT Power Supply provides 28 VDC, 15 VDC, -15 VDC, and 5 VDC for the Transmitter. Provides collector voltages, helix voltages, heater voltages, and grid voltages for the TWTs. within the AN/ALQ-161A Electronic Countermeasures System (ECMS). Impediment to Competition: The original equipment manufacturer for these items was formerly EDO Corporation (CAGE 00752), which is now EDO Cage Code 82340 and maintains its configuration by part number. The Government does not own the data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, EDO Corporation is the only known source with adequate knowledge of these items' performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility with the Tail Warning Radar Receiver and the AN/ALQ-161A ECMS. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to EDO Corporation for the manufacture of the Power Supply Assembly in support of the AN/ALQ-161A program. Other interested parties may identify their interest and capability to respond to the requirement no later than 14 December 2016 by emailing Melissa Carvin, melissa.carvin@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
