- UPDATE: 30 November 2016 Sole Source Synopsis - Notice of Intent to Award FA8629-17-D-5001 (RFI # FA8629-15-D-2475) Battlefield Airmen Video Data Link Production and Sustainment Contract NAICS Code: 334220; Small Business Size Standard is 1,250 employees. The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, and Reconnaissance/Special Operations Forces (ISR/SOF) Directorate, SOF Division, Battlefield Airmen Branch, Wright- Patterson Air Force Base, Ohio intends to issue a Contract to provide production and sustainment capabilities for non-developmental Video Data Link (VDL) systems. The Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source. Market Research determined that the continued production and sustainment of the highly specialized Video Data Link (VDL) systems is only available from one contractor without unacceptable delays or duplication of cost. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract by January 2017 to L-3 Communications Corporation, Communication Systems West, 640 N 2200 W, Salt Lake City, UT 84116-2925, CAGE 06401. L-3 CSW is a large business. This is not a request for competitive proposals and no solicitation is available. The acquisition will result in the establishment of a new contract with L-3 CSW. The contract will consist of an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The proposed acquisition will result in the continued production and sustainment of the Video Data Link (VDL) systems utilizing the Remote Operated Video Enhanced Receivers (ROVER) and other similar devices to provide encrypted interoperable data exchanges between command and control (C2) nodes, operational platforms and ground users. These are specialized, man portable devices. The use of this capability improves ISR essential to close air support, C2, air superiority, target identification, and situational awareness. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within ten days of this publication by contacting Joseph A. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. An Ombudsman has been appointed for this acquisition. The AFLCMC Ombudsman, located at WPAFB, OH, serves as the Ombudsman for all of AFLCMC/WI, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to the Program Executive Officer (PEO) BES from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
