Capability Survey SOURCES SOUGHT SYNOPSIS TH-1H Helicopter Program Depot Maintenance PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise, capabilities, aircraft fixture and experience to perform depot level maintenance on the TH-1H helicopter for the USAF as documented in the attached PWS and work specification. Our acquisition strategy is a five-year contract (basic plus four option years). This contract task is to obtain depot level inspection and repair capabilities for the TH-1H helicopter. The USAF TH-1H helicopter is the result of three modifications to a refurbished UH-1H. The modifications include engine, drive train, structural, and rotor modifications as part of the Bell Model UH-lH II (Huey II) kit, as well as an avionics upgrade, glass cockpit displays, and crashworthy seat modifications. This aircraft is the USAF's primary rotary wing trainer and is based at Cairns Army Airfield, AL. The USAF currently plans on sending 3 or 4 aircraft for program depot maintenance per year. The primary purpose of the program for the TH-1H aircraft is to accomplish aircraft structural inspections concurrent with zonal inspections at a depth and skill level greater than that available at organizational and intermediate (O&I) maintenance levels. The zonal inspections will address electrical wiring, hydraulic lines, connections, fuel system, fuel lines, and general integrity of the remaining items in that zone. Components are removed to the extent required to conduct detailed airframe inspection and will not normally be subject to any repair, and thus will not normally be the subject of any depot-level maintenance covered under this effort. However maintenance actions such as component-level rework or test, modifications or special inspections, may be required on an over-and-above basis with prior approval. Furthermore, depot teams may be sent to the field to accomplish inspections or repairs as required. The PDM program may also be responsible for repairing crash damaged aircraft. Aircraft involved in a mishap may be brought to the depot, with prior approval, to be returned to a flyable condition. Performance requirements are detailed within the TH-1H DLM Work Specification. This document defines the general zones required for inspection, certain structural items to be inspected, and subsystems required for program depot maintenance. This document also requires the contractor to provide engineering assistance when required to develop structural repairs, with government coordination. Per Technical Order (T.O.) 00-25-4, PDM is required for each TH-1H airframe every 96 months. Additionally, unscheduled depot level repairs, such as on crash damaged aircraft, are required on an as needed basis. Finally, depot maintenance at the field level (deployment of depot field teams (DFT)) on an as needed basis is required. Currently the USAF does not own a complete set of Technical Orders to accomplish PDM requirement(s). The O&I level T.O.'s contain basic instructions for component and limited structural removal, installation, inspection, and repair procedures. The TH-1H DLM Work Specification shall be utilized in conjunction with the performance work statement (PWS) for this effort. The TH-1H DLM Work Specification contains the requirements which must be completed during the PDM process by the contractor. The proposed document is not a detailed T.O., but it does provide detailed procedures on how to accomplish such inspections and/or repairs. Interested contractors should respond IAW the attached Capabilities Survey, PWS, and Depot Level Maintenance Work Specification.
