- PDF of combined synopsis/solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The requisition number is OIG188776. The solicitation is issued as a Request for Quotation (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92. (iv) The corresponding NAICS code is 511210 and small business size standard is $38.5 million. (v) A list of contract line item number(s) and items, quantities - Please see attached PDF for detail. (vi) Description of requirements - This is brand name requirement for NCPDP dataQ subscription only. The NCPDP Provider Identification (ID) number is a proprietary number that is not available from any other data provider. Prior to implementation and assignment of the National Provider Identifier (NPI) by the Centers for Medicare and Medicaid Services (CMS), the NCPDP Provider ID was the industry-wide number for identifying pharmacies in claims transactions. Even today, NCPDP ID and the CMS-assigned NPI are linked and frequently both numbers are used in the transaction process. Because OIG analysts need a way to identify pharmacies that existed before the implementation of the NPI, the NCPDP is the only provider of the legacy Provider ID number. NCPDP's dataQ TM is an advanced pharmacy database that provides detailed pharmacy information, including information specific to state license IDs, change of ownership, pharmacy services, and remittance and reconciliation information. This database enables the Office of inspector General (OIG) to conduct extensive data analyses to continue oversight of the Medicare and Medicaid programs. The NCPDP is a comprehensive database that enables OIG to continue to conduct extensive data analyses and enhance OIG data analytical tools for continued oversight of the Medicate and Medicaid programs. (vii) Delivery and all services are to be delivered FOB to Washington, DC. The period of performance shall be for a 12-month base period and four 12-month option periods, as follows: Base Period: 01/01/2017 - 12/31/2017 Option Period 1: 01/01/2018 - 12/31/2018 Option Period 2: 01/01/2019 - 12/31/2019 Option Period 3: 01/01/2020 - 12/31/2020 Option Period 4: 01/01/2021 - 12/31/2021 (viii) The provision at provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
