- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide the following item(s) for the Department of Veterans Affairs Medical Center (VAMC), 2300 Ramsey Street, Fayetteville, NC 28301: STATEMENT OF WORK E-85 FUEL TANK REFILL VAMC FAYETTEVILLE NC 1. Vendor shall provide all labor, tools, material, equipment and supervision to deliver a cargo tank load of denatured ethanol flex / FFV fuel to the E-85 fueling station serving the VA Medical Center, 2300 Ramsey Street, Fayetteville NC, 28301. The station is located at the rear of Main Parking Lot 1, and may be accessed via the rear gate from Facility Drive. 2. The tank capacity is 4,500 gallons, and is currently near empty. Fill to maximum allowable level. 3. All fuel delivered under this scope of work shall comply with applicable national codes and industry standards including ASTM D4806 and ASTM D5798 Standard Specification for Ethanol Fuel Blends for Flexible-Fuel Automotive Spark-Ignition Engines, and follow VA guidelines to include the VA Master Specification where applicable. 4. Adjust the ethanol-gasoline blend seasonally and geographically to ensure proper starting and performance during colder months, per ASTM D5798. 5. Safety - The contractor shall observe and institute all fire and safety code requirements and precautions as observed by NFPA 101, life/safety code and the OSHA requirements. The contractor shall also comply with all Fayetteville NC VA Medical Center safety, traffic and parking regulations. 6. Delivery shall be completed within 30 days of notice to proceed. Delivery Dates: this requirement shall be installed in a single phase beginning as soon as possible after Notice to Proceed. The parking lot will be occupied during delivery. The vendor is required to schedule truck for receiving of product; VA will not receive or unload trucks. 7. Complete delivery manifest and technical specifications shall be submitted with all product. If no Service-Disabled Veteran Owned or Veteran Owned Small Business vendors respond, other sources will be considered. The NAICS 324191 is applicable to this acquisition; with a size standard of 750 Employees. Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award. Your response is required by 1:00 PM EST on December 2, 2016.
