- SOLICITATION NO: SPE8EE-17-Q-0084 Effective September 19, 2016, information previously contained in DLAD provisions and clauses may now appear in either Procurement Notes or Technical and Quality Requirements. Procurement notes will contain instructions to offers and information on evaluation criteria, and will appear in the applicable uniform contract format (UCF) section of the solicitation or contract. Technical and Quality Requirements information will now appear in the Procurement Identification Description (PID). Procurement Notes and Technical and Quality Requirements will be incorporated by reference in solicitations and awards. Procurement Notes will be identified by their appropriate UCF letter followed by three numbers. Technical and Quality Requirements will be identified by a five-digit code, beginning with an I or R. OFFERS SUBMITED THROUGH ANY OTHER MEANS INCLUDING MAILED OFFERS, FACSIMILE, EMAIL OR ANY OTHER MEANS WILL NOT BE CONSIDERED FOR THIS AWARD. Although the specific details on the following information are included within the solicitation, the following list of items is intended to summarize key aspects of this solicitation and resulting contract. Please take notice and comply: This solicitation consist of one (1) NSN: Line Item 0001: NSN 3940-01-475-4983, Block; Tackle This solicitation is for an definite quatity of 2,500 EA The Government will make an award, as a result of this solicitation, to the responsible offeror, offering the lowest evaluated price, whose offer conforms to all of the terms and conditions set forth in this solicitation. This acquisition is unrestricted. The Government intends to make an award based on initial offers; however, the Government reserves the right to conduct discussions, if necessary. Offerors are encouraged to submit their "best proposal" in resonse to this solicitation. Pricing shall be provided on page _4_ of this solicitation. Packaging shall be standard commercial in accordance with ASTM D 3951. DOD bar code marking required in accordance with MIL-STD-129 (latest revision). RFID is required. (See Clause 252.211-7006) REQUIRED CERTIFICATIONS AND CLAUSE FILL-IN: Offerors should review the entire solicitation and complete ALL certifications and ALL clause fill-ins contained. It is recommended that offerors fill in all appropriate clauses on the solicitation document and return copies of these completed pages along with the proposed package. Submission of Offers - Only offers submitted through the DLA Inteternet Bid Board System (DIBBS) website will be considered for this award. Submissions through the DIBBS website will be considered in accordance with the submission requirements outlined in Section 52.212-1 "Instruction to Offerors - Commercial Items". Invoicing: all invoicing will be done via wide area workflow procedures (WAWF). Reference: In accordance with DFARS 252.232.7003 Electronic Submission of Payment Requests and Receiving Reports. CAUTION - CONTRACTOR CODE OF BUSINESS ETHICS (DEC 2010) FAR Part 3.1002(a) requires all government contractors to conduct themselves with the highest degree of integrity and honesty. Contractors should have a written code of business ethics and conduct. To promote compliance with such code of business ethics and conduct, contractors should have an employee business ethics and compliance training program that facilitates timely discovery and disclosure of improper conduct in connection with government contracts and ensures corrective measures are promptly instituted and carried out. A contractor may be suspended and/or debarred for knowing failure by a principal to timely disclose to the government, in connection with the award, performance, or closeout of a government contract performed by the contractor or a subcontract awarded thereunder, credible evidence of a violation of federal criminal law involving fraud, conflict of interest, bribery, or gratuity violations found in Title 18 of the United States Code or a violation of the False Claims Act. (31 U.S.C. 3729-3733) If this solicitation or contract includes FAR clause 52.203-13 CONTRACTOR CODE OF BUSINESS ETHICS AND CONDUCT; contained elsewhere in the solicitation or contract, the contractor shall comply with the terms of the clause and have a written code of business ethics and conduct; exercise due diligence to prevent and detect criminal conduct; promote ethical conduct and a commitment to compliance with the law within their organization; and timely report any violations of federal criminal law involving fraud, conflict of interest, bribery or gratuity violations found in Title 18 of the United States Code or any violations of the Fals Claims Act.
