Description
Description It is the intent of the National Library of Medicine (NLM) to enter into a sole source procurement with The Association of Research Libraries (ARL) 21 Dupont Circle, NW Suite 800 Washington, DC 20036 for the purpose of this requirement is for a twelve (12) months membership form January 1, 2017 to December 31, 2017. This action is under the authority of 41 U.S.C.253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306. 302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13 to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code Professional Organizations is and 813920 the business size standard is $15.0 Million. ARL is a non-profit membership organization comprising of 125 leading research libraries in North America. ARL's mission is to influence the changing environment of scholarly communication and the public policies that affect research libraries and the communities they serve. ARL pursues this mission by advancing the goals of its member research libraries, providing leadership in public and information policy to the scholarly and higher education communities, fostering the exchange of ideas and expertise, facilitating the emergence of new roles for research libraries, and shaping a future environment that leverages its interests with those of allied organizations. The Association's importance and distinction is born from its membership and the nature of the institutions represented. Access to the activities and information produced by the ASL is restricted to its members. The NLM, the world's largest biomedical library, has been a member of ARL since 1948. Continued ARL membership is essential in assisting NLM in fulfilling its mission This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements. This solicitation incorporates provision and clauses in effect in the FAC 2005-92 FAR Revision effective November 18, 2016, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about December 28, 2016. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements.
