- Questions and Answers Question 1: Is there currently a plan to hold an industry day around this solicitation? Answer 1: No Industry Day will be held for this solicitation. Question 2: Can I substitute Cisco VTC Endpoints and Infrastructure products that are compatible to existing equipment owned by NAVAIR/NAWCAD? Answer 2: Yes, if the equipment supplied is interoperable with Polycom and Cisco/Acano product offerings per section 2.3.2 of the Statement of Work (SOW) in the RFP. Question 3: Our team is wondering if this opportunity is going to be released under Seaport-e? Answer 3: No, this is not a Seaport-e requirement. Question 4: Per Attachment 2 DOD Contract Security Classification of Solicitation #N00421-17-R-0010, will the Government consider sponsoring any bidders who do not currently possess the Secret Facility Clearance, but can readily obtain through such sponsorship by the Government? Answer 4: The Government will sponsor the successful Offeror for the secret facility clearance. Question 5: For the Technical Proposal Could we use a Sub contractor's certification for any of the Subfactors listed below? Subfactor 2- Polycom Certification Subfactor 3- Cisco Certification Subfactor 4- Crestron Certification Answer 5: Yes, however only the certified company will be able to supply the equipment and perform the services related to that brand name. Question 6: Can you tell what who the incumbent contractor is on this effort (or who has historically provided these products/services)? Answer 6: The incumbent information is contained in Section L of the RFP. Question 7: Can you please tell me if the prime 8(a) contractor is not certified in one of the OEMs listed (Volume 2; Technical - Subfactor 2: Polycom; Subfactor 3: Cisco, or Subfactor 4: Crestron) can an OEM certification be used from its subcontract/teaming partner to fulfil this requirement? Answer 7: Yes, however the prime contractor is still ultimately responsible for overall successful performance of the contract. See also Answer 5. Question 8: None of the materials listed on ATTACHMENT 1- MATERIALS (Pricing Table) list any Cisco items, so why is being a Cisco authorized re-seller a requirement? Subfactor 3: Cisco Certification. The Offeror must provide proof of being an authorized re-seller of Cisco brand name equipment and services. Answer 8: Yes, the Offeror must be certified because it supports the statement in the SOW section 1.1.2.2 related to the DoD/DoN Unified Capabilities plan. Cisco can be used as a substitution for the Polycom items for pricing table responses. The Government is working on an amendment to the solicitation to revise the pricing tables to reflect both Polycom and Cisco equipment options. Question 9: Can you please identify if AWDs are applicable and if so which SCA Wage Determinations apply? Current data available on Federal Procurement Data System indicates that none of the historic delivery orders were identified as SCA. Answer 9: This procurement is not Service Contract Act (SCA) procurement; therefore SCA Wage Determinations are not applicable. *Answers continue to be compiled for the additional question submissions that are not listed above. A revised "Pricing Table" Attachment will be posted at the Government's earliest opportunity to reflect the ability to use Cisco products in place of Polycom products. An extension of the question submission deadline as well as an extension to the RFP response time is currently under consideration. Any changes will be posted at the Government's earliest opportunity.
