Description
The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Gamma Technology to provide its simulation software, GT Suite, under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures under NAICS Code 541519 - Other Computer Related Services with a small business standard of $27,000,000.00. The EPA has a requirement for software that allows for total engine and vehicle simulations in an integrated powertrain and vehicle platform. This software is necessary for the EPA to perform various engine and vehicle simulations in order to effectively address many technical issues related to GHG rulemaking. The software required by EPA must allow the user the ability to plug and play and build any engine, vehicle and combination of both into a platform to run the simulation in a cost effective manner. The software must link vehicle with engine, and engine with engine cooling system and fuel injection system, and engine with after treatment device in a compact and integrated form. The software shall also be 100% compatible with all of the models that EPA has already built in GT-Suite. The software required by EPA has to virtually cover all components associated with engine and vehicle. Examples include engine, after treatment devices (SCR, LNT, DOC and DPF), transmission, driveline, engine cooling system, beaning, fuel injection system, and hybrid vehicles. Gamma Technology, Inc is the only known source able to satisfy the software requirements for the EPA. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing this type of software may submit technical documentation to establish their capability. A determination not to compete the proposed requirement based upon responses received will be considered solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
