- "The purpose of this Amendment is to provide clarification to the pricing in Section B CLIN 00001 for the Base Period. Offerors should offer a price in accordance with the total number of hours stated in Section B, B CLIN 00001 for the Base Period. " The purpose of this announcement is to provide Amendment 00002 with the following information: 1. To notify vendors that there are changes in the RFP based on the questions and answers. Please see attached RFP with Track Changes to show the applicable changes. A conformed copy is also provided. 2. To provide the Government's answers to prospective offerors questions on solicitation HSHQDC-16-R-00095 which were received on November 21, 2016. 3. Exhibit 10 has been revised and updated. Please see attached. 4. SF 40 Attached. The purpose of this announcement is to extend the proposal due date from Friday December 2, 2016 to Tuesday December 6, 2016 at 12:00PM ET. The revised proposal due date will be formally incorporated into amendment 00002 which will be posted on or about Monday November 28, 2016 with the Questions and Answers. All other Terms and Conditions remain the same. The purpose of this announcement is to provide the finalized version of RFP HSHQDC-16-R-00095 for Protective Security Officer (PSO) services. This announcement also provides Amendment 00001 with the following information: 1. To notify vendors that there are significant changes between the draft solicitation and the final issued RFP. In Sections IX and X. Prospective offerors are hereby alerted to read these sections very carefully. 2. The pre-proposal conference date is changed from TBD to Thursday November 17, 2016 from 10:00AM-12:00PM ES. 3. Questions from prospective offerors are due by Monday November 21, 2016 at 12:00PM ES. 4. The date proposals are due has been changed from TBD to Friday December, 2, 2016 at 12:00PM ES. 5. The list of the 14 Attachments and 19 Exhibits displayed in Section XI. updated, with the revised documents. 6. To provide the Government's answers to prospective offerors questions on the draft RFP which were received on September 7, 2016. This acquisition will be conducted under the auspices of the DHS Procurement Innovation Lab (PIL). The PIL is a virtual lab that experiments with innovative techniques for increasing efficiencies in the procurement process and institutionalizing best practices. There is nothing you need to do differently for this requirement. After an award(s), the PIL project team may reach out to successful and disappointed offerors to assess effectiveness of the procurement process and the innovative techniques applied.
