Description

The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to solicit on a sole-source basis with Rolands and Associates Corporation for the operations and maintenance (O and M), as well as the technical and engineering support for its Joint Theater Level Simulation (JTLS). The contemplated action requires the continued engineering development and testing of JTLS and JTLS-derived components for the Joint Theater Level Simulation-Joint Live, Virtual and Constructive (JTLS-JLVC), a complex software engineering project. This effort also includes Research, Development, Test and Evaluation (RDT and E) support to the Joint Staff, J7 in developing the JLVC Joint Training Synthetic Environment (JTSE). The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1). The anticipated Period of Performance for this requirement is March 1, 2017 to February 28, 2022. Contractors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all inquiries received until the closing date of publication of this synopsis. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The applicable North American Industry Classification System (NAICS) code is 541330 and the size standard is $15.0M. This shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this sources sought notice is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used to facilitate decision making.
