- Draft Statement of Work for Diesel and Propane Deliveries Department of Homeland Security Customs and Border Protection REQUEST FOR INFORMATION/ SOURCES SOUGHT SYNOPSIS 12/1/2016 Diesel and Propane Fuel Delivery Services and Supply Chain Management Synopsis: THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT SYNOPSIS ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is solely for information, planning purposes, and market research; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. Customs and Border Protection (CBP) will not pay for any cost associated with responding to this RFI. All costs will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it may be posted in the Federal Business Opportunities ( http://www.fbo.gov ), or on GSA e-Buy. Interested parties are advised to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. Please read all documents thoroughly. A draft Statement of Work is attached which includes the site locations, product quantities, and other requirements for necessary operations. CBP is requesting that a review of the SOW be performed and that questions and best practice comments that will assist us in developing a thorough and sound requirement be submitted. The answers to the SOW content and questions below will help us determine the availability, capabilities, and locations of interested companies. It will help us determine the acquisition strategy, i.e., if the requirement should be set aside for small business, competed on GSA, single or multiple awards, etc. Responses may also validate our current method of using local firms for these deliveries. The North American Industry Classification (NAICS) code for this effort will be 454310 Fuel Dealers; the Product Service Code (PSC) will be 9140 Fuel Oils. Small business size standard for NAICS 454310 is 100 employees. Background: CBP is one of the major components of the Department of Homeland Security (DHS) charged with protecting America's borders from terrorism, human and drug smuggling, illegal migration, and agricultural pests while simultaneously facilitating the flow of legitimate travel and trade. As the nation's single, unified border agency, CBP represents the first line of defense of America's borders. The Office of Facilities and Asset Management (OFAM) mission is to provide facility, tactical infrastructure, asset, commodity, compliance solutions and expertise to enable CBP operational success. This RFI seeks to obtain one or more managing business partners that will provide non-mobile diesel and propane fuels on an as - needed basis with the highest level of delivery excellence in support of the (OFAM) Program Management Offices (PMO): Border Patrol Air and Marine (BPAM), Field Operation Facilities (FOF), and Mission Support Facilities (MSF). CBP officers and agents work in harsh physical environments, various locations with limited internet and broad band connectivity, and experience wide-ranging law enforcement encounters. Therefore, CBP requires a fuel service provider with complete management responsibility that can oversee non-mobile propane and diesel fuel deliveries. These remote locations will be a key component of CBP's day-to-day field operations. Purpose : CBP desires a full - service solution from one or multiple vendors that will provide supply chain management for non-mobile diesel and propane throughout 11 regions. CBP prefers to satisfy requirements for all locations listed in Attachment 1 (Cities and States) including full management service in the order of preference as follows: Preference A: one single vendor- a vendor that can provide coverage for all requirements throughout the 11 regions; Preference B: multiple vendors - numerous vendors that work in collaboration through a unified effort to provide coverage in designated areas of the 11 regions; and Preference C: individual vendors -vendors that can provide services to specific locations within the 11 regions. Currently there are approximately 37 locations across the United States that require services for non-mobile diesel which averages to 1,049 gallons per year and 1,079 gallons per year for propane. CBP is interested in consolidating its efforts through the use of one or multiple vendors that can cover all requirements as opposed to one vendor for each location. It is requested that you provide which location(s) your company can supply services for based upon Draft SOW Tables (Cities and States). Return this information with your response. Requirements: It is required by CBP that the diesel and propane provider(s) comply with Standard Clauses/Legal Regulations to include registration in the Systems for Award Management (SAM) prior to any contact award. CBP requires non-mobile diesel fuel and propane delivery for above ground and below ground tanks. Vendors are expected to deliver to remote locations, through inclement weather and sub-terrain landscapes. Service providers are required to record usage data for monitoring and reporting. In your response, please answer the following questions to your best ability. Additionally, we have provided some likely solicitation elements below the questions that are just for your information/consideration. Questions •1. Will there be price differentials based on quantity ordered, and in what quantities will the differentials exist? •2. In addition to providing non-mobile diesel and propane delivery services, describe other services your company typically performs (e.g. monitor delivery, review fuel logs, establish delivery schedules, providing emergency response, etc.) •3. Does your company have a current GSA or DLA contract in place? If yes, then provide the contract or schedule number. •4. CBP uses Invoice Payment Processing (IPP) software. Is your company currently set up to use this system or are there constraints for using this system? •5. Does your company use an online system to track/monitor fuel deliveries that is available for customers to access (i.e. via website connection through customer log -in?) Additionally, does your company have a capability for performing remote tank monitoring services? If so, please describe the type of system and how it is being used. •6. What other fuel type capabilities (i.e., kerosene, home heating oil) does you organization have, and what would be the expected turn-around upon Task Order execution, and what is your maximum delivery capacity? •7. Please include any additional recommendations on items that have not been addressed in the above content that CBP should also consider. •8. In the event of an EMERGENCY, are you able to respond within a 24-hour notification period? If so, do you have a formal process for being notified and receiving requests? Please provide a brief description of how your organization will meet the 24 hour requirement for deliveries given the presence of inclement weather. •9. Please include your company's socio-economic status and DUNS number in your response. •10. Considering economic conditions, is it possible to provide option year pricing? LIKELY PROPOSAL REQUIREMENTS (For information only) The Contractor will include in their proposal Tables 1 and 2 with the first column filled in. The Contractor shall fill in "Yes" for each state in Tables 1 and 2 that the Contractor is proposing to provide fuel, and fill in "No" for each state in Tables 1 and 2 that the Contractor is not proposing to provide fuel. Task orders will be competed should multiple vendors choose same States. 1.0 EVALUATION FACTORS Responses to this Statement of Work will be evaluated based on three factors: 1.1 Price Analysis The CO will perform a price analysis of each Contractor's proposal. 1.2 Technical Capability The Contractor's technical approach and capabilities to provide diesel and/or propane to the states indicated in Tables 1 and 2. The Contractor shall provide a complete detailed description of their proposed fuel tank maintenance and support. 1.3 Past Performance The Contractor shall provide at least two past performances, supporting the ability to perform work as described in this statement of work or similar to this statement of work. The evaluation will consider no more than three past performances. The Contractor shall include the following for each past performance: •· Name of the customer •· Address of the customer •· Dates of services •· Summary of services provided •· Customer point of contact (include phone number and email address) RESPONSES All questions and responses must be submitted in writing via email to Barbara B.
