- Draft Statement of Work Pre-Solicitation Notice: RFP No. N02CM77000-18 Synthesis of Non-GMP Small Molecules Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions, Riverside Five, Suite 400, 8490 Progress Drive, Room 4025, Frederick, MD 21701-4998. Note: This synopsis follows a SBSS notice that was released on July 19, 2016 under HHS-NIH-NCI-SBSS-TSB-77000-18. Description The Development Therapeutics Program (DTP) of the National Cancer Institute's (NCI) Division of Cancer Treatment and Diagnosis (DCTD) is soliciting organizations with expertise in organic synthesis to perform re-synthesis of compounds needed for NCI Experimental Therapeutics (NExT) Program, other NCI/NIH (National Institutes of Health) programs and molecules arising from biological evaluations as potential anticancer agents. The Offerors shall be responsible for the synthesis of generally known small molecules in the chemical literature and/or their derivatives with minor modifications as requested by NCI, and their shipments to the NCI repository. The synthesis assignments will include synthesis of potential target anti-cancer agents of high purity and may include parallel synthesis of selected analogs. The Offerors shall prepare Material Safety Data Sheets for all single compounds and libraries which are delivered, and check the purities of compounds when requested. The NCI expects that 1 to 25 syntheses of compounds, both synthetics and natural products, will be synthesized each year during the contract period of five (5) years. Contractors must have a demonstrated ability, in the recent past, to carry out multi-step synthesis to routinely deliver up to 1,000 grams of the target compound and, on occasion, deliver up to 5,000 grams of the target compound. The solicitation is anticipated to result in up to three Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with a five-year ordering period, awarded on or before May 20, 2017, to Offerors capable of performing all aspects of the work described in the Statement of Work (SOW). We anticipate task orders issued against the IDIQ contracts will be cost reimbursement and/or firm fixed price. The following mandatory qualification criteria will apply: As many of the compounds assigned for synthesis may be of a hazardous nature, the Contractor shall provide evidence of the necessary licenses required by the Local, State and Federal Governments to handle, synthesize, store and ship such compounds. The Contractors shall be in compliance with Environmental Protection Agency regulations regarding the discharge of water and air pollutants and for assuring that disposal of all chemical residues meet current EPA regulations. This is a recompetition of three IDIQ contracts, contract number HHSN261201200012C awarded to Alchem Laboratories Corp., HHSN261201200013C awarded to The Chemistry Research Solution LLC, and HHSN261201200014C awarded to Starks Associates Inc., each for a five-year period of performance. This advertisement does not commit the United States Federal Government to award any contract. The NAICS code for this acquisition is 325412 with a size standard of 1,250 employees. THIS ACQUISTION IS BEING ADVERTISED AS A TOTAL (100%) SET-ASIDE FOR SMALL BUSINESSES. The Request for Proposals (RFP) N02CM77000-18 solicitation is scheduled for electronic release on or about 12/5/2016 and receipt of proposals will be due at 3:00 pm ET on or about 1/5/2017. All information required for submission of a proposal will be contained in the electronic Request for Proposals (RFP) package. No collect calls will be accepted.
