Attachment J3 - DD254 Attachment J-S1 - Question Submittal Form Attachment 2 - Classified Material Request Form Attachment 1 - Terms of Use Agreement Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit proposals or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission or participation in response to this announcement -- the entire cost of any submission or participation will be at the sole expense of the source. If a solicitation is issued in the future, it will be announced via the Federal Business Opportunities (FBO) website (https://www.fbo.gov) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or participation in the industry day as a result of this notice. SYNOPSIS FOR FUTURE REQUEST FOR PROPOSAL The Naval Sea Systems Command (NAVSEA) intends to post a single solicitation covering low-rate initial production, full-rate production, Data Items, Provisioned Items Orders, and Engineering Services for Over-the-Horizon Weapon Systems (OTH-WS). The OTH-WS consists of a Fire Control Station, Missile Launching System and Encanistered Missiles. NAVSEA intends to award one production contract for the FY18-24 OTH-WS, including Firm-Fixed Price (FFP) Fire Control Systems, Missile Launching Systems, Encanistered Missiles (tactical, telemetered and inert operational), mission support equipment, training equipment and courses, Cost-Plus-Fixed-Fee (CPFF) Engineering Services, and Cost-only Travel. The OTH-WS is envisioned as a weapon system that will provide increased lethality and enhanced survivability capability for the current Littoral Combat Ship (LCS) variants and future Frigate (FF) ships. The solicitation will contain the OTH-WS Top Level Requirements Document (TLRD) that is classified at the SECRET level. The classified attachment will be supplied on a CD/DVD which will be mailed separately. Only one copy of the classified CD/DVD will be distributed per pre-solicitation notice respondent. To obtain the classified attachment, interested offerors must completely fill out Attachment 2, Classified Material Request, which is attached to this notice and submit it via email to Nicole Rooney (nicole.rooney@navy.mil). Once approved, the Government will mail a classified CD/DVD to the respondent if a solicitation is issued. The solicitation will be issued electronically via FBO (http://fbo.gov) and interested parties must comply with that announcement. FBO is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. The Government anticipates releasing the final Request for Proposal (RFP) second quarter FY17. INDUSTRY DAY Program Executive Office, Integrated Warfare Systems Surface Ship Weapons (PEO IWS 3.0) is hosting an Industry Day to discuss the Navy's requirement for an OTH-WS aboard the LCS and FF. The purpose of this Industry Day is for the Government to provide a briefing to interested Contractors in order to improve Industry's understanding of the OTH-WS requirement and anticipated contracting approach. Interested Contractors will also have the opportunity at Industry Day to participate in one-on-one sessions with the Government. The Industry Day will be conducted on 16 December 2016 at 300 M Street SE, Washington, D.C. Suite 100. One-on-one sessions between the Contractor and the Government will follow the Government's briefing. Contractors interested in attending this event should contact Nicole Rooney via email (nicole.rooney@navy.mil) no later than 1100 local time on 14 December 2016. Please include the following information: Subject line: "N00024-17-R-5430 Navy OTH-WS Industry Day", company name, attendees' names, email addresses, phone numbers, company address and interest in a one-on-one session in the email response. Each contractor desiring an opportunity to participate in a one-on-one session with the Government will be allotted a period not to exceed thirty (30) minutes in duration during Industry Day. The time of requested one-on-one sessions will be sent via email directly to each interested contractor no later than 1600 local time on 14 December 2016. Each Contractor is limited to two (2) participants to attend the briefing and one-on-one discussion. An attendee list consisting of name, company, email address and phone number will be provided to all attendees after Industry Day is completed. No audio/visual recording devices of any kind will be permitted. Agenda: 16 December 2016: Industry Day 0900 - 0915 Check-in 0915 - 0930 Ground rules/Agenda 0930 - 1100 Navy OTH-WS Program Brief 1100 - 1130 Wrap-up 1130 - 1230 Lunch Break 1230 - 1700 One-on-one sessions (by confirmed request only) Note: Times listed above may be changed if necessary. DRAFT RFP AND TLRD Prior to Industry Day, NAVSEA intends to modify this synopsis on 9 December 2016 to release a draft RFP. The draft OTH-WS TLRD is classified SECRET which precludes NAVSEA from posting the document on the FBO website (https://www.fbo.gov). In anticipation of the release, Contractors interested in receiving the draft OTH-WS TLRD prior to Industry Day shall complete Attachment 1, Terms of Use Agreement and Attachment 2, Classified Material Request, and return both documents to the Procuring Contracting Officer, Nicole Rooney, via email (nicole.rooney@navy.mil) as soon as possible, but no later than 9 December 2016. Once approved, a copy of the draft OTH-WS TLRD will be mailed to the Contractor's Facility Security Officer once this synopsis is modified to release the draft RFP. GENERAL The Government will not answer any questions during the industry day or one-on-one discussions. All unclassified questions must be submitted in writing either via email or on a notecard that will be provided by the Government at Industry Day. All unclassified questions that are submitted via email must be submitted using Attachment J-S1, Question Submittal Form, with the subject line: "OTH-WS RFP Bidder Question" to Nicole Rooney (nicole.rooney@navy.mil). Questions related to the classified draft OTH-WS TLRD must be submitted to the Government in hard copy format in accordance with the DD Form 254 and DoD 5220.22M NISPOM. The Navy intends to post a sanitized version - removing any indication of the company that submitted the question, as well as any company proprietary information - of all questions and answers resulting from the Industry Day and/or the draft RFP and draft OTH-WS TLRD, to include questions and answers from the one-on-one sessions. The posting will also include instructions for receiving the answers to the classified questions. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.
