Description

This is a Combined Synopsis/Solicitation Notice that the National Cemetery Administration will be soliciting offers under Solicitation Number VA786-17-R-0088 for National Memorial Cemetery of Arizona, after it posts to Federal Business Opportunities (FBO). This acquisition is 100% Set-Aside for Small Business. The NAICS Code is 327991 Cut Stone and Stone Product Manufacturing. The Contractor shall provide all labor, material, equipment, tools and supplies for Replacement Blank Marble Niche Covers (I1) at National Memorial Cemetery of Arizona (NMCA), 23029 North Cave Creek Road, Phoenix, AZ 85024. Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov on or after 02 December, 2016. No paper copies will be issued. Offerors are advised that they are also responsible for obtaining and signing/dating ALL Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting, to FBO, date is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes). Proposals are due at 4:00 P.M. EST on 23 December, 2016. This is a combined synopsis/solicitation for commercial supplies and prepared in accordance with the format in FAR Subpart 12.6 streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation document will not be issued. The solicitation is being issued using simplified acquisition procedures. Solicitation VA786-17-R-0088 is being issued as a request for quote (RFP). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-89 and are available in full text through internet access at http://www.acquisition.gov/far Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Award will be made to the vendor whose price is lowest amongst all proposals provided and is deemed to be technically acceptable. Having the lowest price does not automatically constitute the premise for award. If your proposal is the lowest price, but your product does not meet the salient characteristics as set forth in the Solicitation and Statement of Work and an approved Sample by the Memorial Program Services, you will not be awarded the contract. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the solicitation closing date, contact the VAAS helpdesk at 1-877-634-3739, or via E-mail at VA.Acquisition.Systems@va.gov Submission of proposals through E-mail will NOT be accepted. Proposal transmission/uploads shall be completed by the date/time specified in the SOLICITATION. Late or incomplete proposals will not be considered. NO telephone requests/questions will be accepted.
