- Q and A template EIDM-RIDP-MFA_SOW_Attachment_J-4 Change Request (CR) J-3_EIDM_Environments_HighLevel_Network_Diagram J-2_EIDM-Architecture_Diagram EIDM-RIDP-MFA_SOW_Attachment_J-1_SLOs_12-01-16 EIDM-RIDP-MFA_SOW_Draft_12-02-16 Presolicitation Notice and Draft Statement of Work (SOW) THIS IS NOT A FORMAL REQUEST FOR PROPOSALS (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE AND MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE. IN ACCORDANCE WITH FAR 5.204, THIS SERVES AS A PRE-SOLICITATION NOTICE FOR THE ENTERPRISE IDENTITY MANAGEMENT (EIDM), REMOTE IDENTITY PROOFING (RIDP) AND MULTI-FACTOR AUTHENTICATION (MFA) SERVICES CONTRACT. THE PROCUREMENT WILL BE A TOTAL SMALL BUSINESS SET-ASIDE UNDER NAICS CODE 541512 WITH A SIZE STANDARD OF $27.5 MILLION. The Department of Health and Human Services (DHHS), Centers for Medicare and Medicaid Services (CMS, or the Government) intends to issue a Request for Proposals (RFP) for the maintenance and modernization of CMS’ Enterprise Identity Management (EIDM), Remote Identity Proofing (RIDP) and Multi-Factor Authentication (MFA) solution. The EIDM/RIDP/MFA is an integrated suite of standards-based enterprise products and services that supports Identity and Credential Management, Access Management, Auditing and Reporting, Engineering Services, Tier 2 and Tier 3 Helpdesk Services and other needs across CMS’ diverse community base and programs. CMS requires services to maintain and continue providing the existing EIDM, RIDP and MFA functions, as well as modernize the solution in a way that reduces the maintenance costs and the total cost of ownership to CMS, while fully supporting CMS’ Identity Management (IDM) needs. This procurement will be a competitive total small business set-aside under the North American Industrial Classification Standard (NAICS) Code 541512, Computer System Design Services, with a size standard of $27.5 million. The solicitation will be issued under HHSM-500-2017-RFP-0006 and it is anticipated that CMS will award a hybrid contract with Cost-Plus-Award-Fee and Firm-Fixed-Price line items. The anticipated period of performance will be June 18, 2017 to November 27, 2022, which consists of a 5-month base period, four 12-month option periods and a 4-month transition out period. It is anticipated that the solicitation will be available on or about January 11, 2017, and will be distributed solely through the Federal Business Opportunities (FBO) website at http://www.fbo.gov. Proposals are expected to be due 30 days from the solicitation issue date. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this procurement. No telephone requests or written requests for the solicitation will be accepted. Contractors must be free of conflicts of interest or shall prepare an OCI mitigation plan to address any actual, potential or apparent organizational conflicts of interest that could arise. Contract award is anticipated on or before June 18, 2017. Questions related to this presolicitation notice should be referred to David Fitton at David.Fitton@cms.hhs.gov. Attached to this presolicitation notice is a Draft Statement of Work (SOW) for the EIDM/RIDP/MFA requirements. The purpose of this SOW is to request feedback from industry regarding its contents and to facilitate your understanding of the requirements in the event a RFP is issued. CMS is also interested in receiving feedback from its industry partners regarding means to refine the requirements in order to better achieve the agency's objectives. Vendors should not provide proprietary information in their responses. Comments and questions concerning the Draft SOW (including its attachments) shall be submitted in writing via electronic mail to David.Fitton@cms.hhs.gov and Dawn.Wilkins@cms.hhs.gov no later than 1:00pm, Eastern Standard Time (EST), on Thursday, December 15, 2016. Please submit all comments/questions using the attached Q&A Template. CMS intends to use any information provided by industry for the purposes of refining the solicitation package prior to any future issuance of a RFP. Vendors are advised that the issuance of this notice does not obligate the government to cover any costs for submission in response to this notice or any future solicitation. Nothing in this presolicitation notice or its attachments shall be construed as an RFP, as a promise to issue an RFP, as an offer (the acceptance of which, for consideration, would result in formation of a binding contract), or to indicate that a contract resulting from such an RFP will be awarded. Furthermore, nothing in this presolicitation notice or its attachments shall limit the ability of CMS to contract for the required services in any manner it sees fit. The information provided in this presolicitation notice and in the Draft SOW is for information purposes only. The Government reserves the right to modify the Draft SOW in any way, shape or form as it sees fit.
