- Draft SoW Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Atlanta, GA, is seeking capability statements from all eligible small business concerns. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are other small businesses; HUB Zone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses under the North American Industry Classification System (NAICS) Code 541810, with a size standard of $15 million. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CDC, NCEH TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO RFP PACKAGE IS AVAILABLE AT THIS TIME. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide support to CDC/NCEH. The support encompasses a wide range of services including: Task 1: Communications Planning Task 2: Communication Support Task 3: Evaluation Research and Monitoring Task 4: Social Media and Digital Communication Support Task 5: Responding to Urgent and Emerging Issues Project Requirement: See attached draft Statement of Work (SoW) Anticipated award type: Indefinite Delivery Indefinite Quantity contract (IDIQ) utilizing individual task orders to provide technical assistance services. As defined in FAR Part 16, Type of Contracts, the Government may issue task orders or contract line item numbers (CLIN) that are either Firm-Fixed-Price (FFP), Time-and-Materials (T&M), or Labor-Hour (LH). Anticipated period of performance. The period of performance is estimated to be 60 months from date of award. Capability statement /information sought. Capability Statements shall demonstrate a clear understanding of all tasks specified in the draft Statement of Work (SoW). Capability Statements should clearly convey information regarding the respondent's capabilities, including: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; (e) examples of prior completed Government contracts, references, and other related information; (f) provide any other information that may be helpful in developing or finalizing the acquisition information. Information Submission Instructions: Please include cover pages with the following business information. The cover pages do not count against the page limit for the capability statement: a. DUNS number b. Company Name c. Company Address d. NAICS Code e. Company Points of Contact (both technical and administrative), including names, titles, addresses, telephone and fax numbers and Email addresses f. Do you have a Government-approved accounting system? If so, please identify the agency that approved the system. g. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System Award Management (SAM). All offerors must be registered in the SAM website, located at http://www.sam.gov/ 1. Page Limitations: Interested qualified small business organizations should submit a capability statement for this requirement not to exceed 10 single-sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of the notice described above and in the draft Statement of Work (SoW). 2. Number of Copies/Delivery Point: All capability statement sent in response to this Sources Sought Notice must be submitted electronically to Betty Vannoy, Contract Specialist, at bbv9@cdc.gov in MS Word or Adobe Portable Document Format (PDF) by December 20, 2016, 3:00 PM EST. Subject Line: BBV9FY2017-0001. Facsimile responses will not be accepted. The Government will not entertain questions regarding this Market Research. 3. Responses Due Date: Electronically submitted Capability Statements are due no later than 3:00 PM EST, Tuesday, December 20, 2016. Capability statements will not be returned and will not be accepted after this date and time. The Government will not provide any feedback on capability statements and will not return capability statements received. "Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
