Description
DRAFT Statement of Work This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of National Marine Fisheries Service (NMFS), Montrose Settlement Restoration Program (MSPR), Long Beach, CA is conducting market research to determine potential sources in the State of California to conduct a 10-acre low/high relief reef off Palos Verdes, CA. The North American Industrial Classification System (NAICS) code is 237990, Other Heavy & Civil Engineering Construction. The small business size standard for this NAICS code is $36.5 million. All types of business concerns are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. The Bunker Reef Project will involve the creation of 10 acres of rocky-reef habitat in the Palos Verdes area for the purpose of restoring limited hard substrate habitat. This project is planned to be built offshore of Bunker Point located offshore of the Palos Verdes Peninsula in Los Angeles, California, in the southeastern part of Santa Monica Bay. This reef will provide habitat for fish, marine algae, and marine invertebrates to become attached to, thus creating a productive rocky-reef ecosystem in an area with limited hard substrate. This reef restoration will compensate for lost ecosystem benefits associated with the loss of rocky-reef habitat in the Palos Verdes area due to contamination in the sediments from the Palos Verdes Shelf Superfund Site and reef burial due to sedimentation from nearby landslides, irrigation practices, and sewage effluent. A draft Statement of Work is provided for informational purposes only. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Identify the General Service Agreement (GSA) Federal Supply Schedule (FSS) Special Item Number (SIN) these services fall under (if applicable) (5) Company point of contact - name, phone, and e-mail address (6) Demonstrate capabilities for meeting the following requirements: •Provide a summary of the proposed approach to the project, including a full description of the construction method, Quality Assurance/Quality Control and Safety Procedures; •Ability to provide the proposed source(s) of rock and describe how the material would be transported to the site; •Ability to complete the project by September 30, 2017 Interested sources shall submit an electronic copy of their Capability Statement to Jana Kolb, Contract Specialist, via email at jana.kolb@noaa.gov no later than 4:00 p.m. Eastern on December 8, 2016. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
