Description
ASAP SOW ASAP Performance Specs Amended Draft RFP Q & A Amended Draft RFP A-1 The US Army Contracting Command-Redstone hereby issues this RFP to solicit proposals for the Advanced Subscale Aerial Platform (ASAP) requirement for the Targets Management Office (TMO). The ASAP is a subscale aerial target that will replace the aging MQM-107 STREAKER. The MQM-107E is the current workhorse for the Targets Management Office (TMO) and has been in service since the mid 1970s. Obsolescence of sub-assemblies has increased maintenance cost and reduced availability of the MQM-107. A-2 On the basis of Full and Open Competition, the Government may award multiple contracts for CLIN 0001. All other CLINS, with the exception of 0082 (CDRLS) and 0083 (Contractor Manpower Reporting), will be Options, utilizing Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs) for hardware, labor hours for engineering and operational services, and Cost Reimbursable CLINs for Travel and Materials. Multiple concepts may be proposed. Evaluation of multiple concepts proposed by one vendor will be dependent on how the proposals are written. If the concepts are independent of each other, they will be evaluated separately. If one concept is dependent on the other, then it will be considered as one proposal. A-3 Contract award(s) will be made to the responsible offeror(s) whose proposal conforms to the solicitation and is determined to be the best value to the Government. Award(s) will be announced simultaneously. A-4 An Industry Day was held on 31 August 2016 Questions and answers from that meeting are incorporated into this amended draft as an attachment. All changes as a result of the Government's responses are incorporated into each of the associated documents (Statement of Work, Performance Specifications and Draft RFP) and updates to those documents are also included as attachments to this amended draft RFP. A-5 All questions and / or comments regarding this amended DRAFT RFP/Solicitation must be submitted via mail ONLY to: willie.ceasar.civ@mail.mil no later than 12:00pm on CST, Wednesday, 14 December 2016. NO phone inquiries will be considered.
