- Description
- The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to procure the retrofit of the thirty-one (31) Sonobuoy Gate Valves on the P-8A aircraft from P/N 423985-1 to 423985-2 in accordance with Change Proposal (CP) 809-04952. The retrofit will include Technical Publication Updates, revised Engineering Change Proposal (ECP), and Technical Directive (TD) documentation. NAVAIR Intends to negotiate and award the contract action as a Delivery Order under Basic Ordering Agreement (BOA) N00019-16-G-0001 utilizing other than full and open competition. This is in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Pursuant to DFARS 206.302-1(d) and PGI 206.302, a Sources Sought Notice was posted for BOA actions. The Contractor shall provide all materials and associated equipment necessary for the retrofit of 31 Sonobuoy Gate Valves from P/N 423985-1 to 423985-2 in accordance with CP 809-04952. The Contractor shall ensure all change documentation and drawings are updated to reflect the final configuration and identification of the physical part number changes required due to hardware changes. The Contractor shall incorporate CP 809-04952 "Revise the Sonobuoy Gate Valve and Roll Part Number" into the affected aircraft technical documents (e.g. Aircraft Maintenance Manuals, Illustrated Parts Catalog, etc., to maintain consistency in aircraft configuration and the associated technical documents. The Contractor shall also prepare a Technical Directive in the format of a draft Airframes Change (AFC) which includes a non-Boeing proprietary Installation Data Package (IDP) with Government purpose rights and includes all reference drawings for the subject action. The anticipated period of performance of this effort is from July 7, 2017 through July 6, 2018. This notice of intent is not a request for competitive proposals. The Sources Sought Notice Posted to FBO on 12 June 2015 provided the opportunity for interested parties to submit information documenting their ability to execute requirements for Boeing sole designed, developed, and manufactured P-8A Air Anti-Submarine Warfare (ASW) weapon systems and subsystems intended to be awarded under the BOA.
