- THIS IS A REQUEST FOR INFORMATION (RFI) PURSUANT TO DFAR 206.302-1(d), REFERENCE NUMBER W36N326322K201. The purpose of this RFI is to provide industry the opportunity to identify themselves as interested sources capable of meeting the requirement for 100 Cybernetic Parachute Release System-2 (CYPRES-2), Military 2-pin. The information sought herein shall not be construed as a request for quote (RFQ) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. Current market research shows that there is only one vendor capable of fulfilling the requirement however, it is the Government's intent to include responses to this RFI when making its final determination to negotiate on a sole source basis. REQUIREMENT: The United States Army Special Operations Command (USASOC) is seeking to purchase 100 Cybernetic Parachute Release System-2 (CYPRES-2) designed to automatically open the main canopy of a Military Free Fall Parachute. The product NSN is: 1670-12-361-9581. The systems/items shall meet the following specifications: M-CYPRES 2, Military 2-pin; Activation altitude/activation speed 1,500ft/35m/s; product warranty and routine maintenance at and 8 years. The contract awarded as a result of this notice will be a DO rated order (DO-C9) certified for national defense, emergency preparedness, and energy program use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700), and the Contractor will be required to follow all of the requirements of this regulation. The following clauses shall be inserted in the solicitation and resultant contract: FAR 52.211-14 -- Notice of Priority Rating for National Defense, Emergency Preparedness, and Energy Program Use and FAR 52.211-15 -- Defense Priority and Allocation Requirements. INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Please do not submit classified material. Contractors interested in providing these items should be registered in the System for Award Management (www.sam.gov). Contractors responding to this Sources Sought are asked to provide the following information: company's full name and address, DUNS number, the applicable GSA contract # and SIN, applicable North American Industry Classification Standards (NAICS) and business size (whether they are a large, small, small-disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business, historically black college or university and/or minority service institute), address, and a point of contact. Respondents should advise the Government of pending changes in the business size status. In addition, respondents shall provide average annual revenues for the past 3 years and number of employees; affiliate information: parent company, joint venture partners, potential teaming partners; and additional documentation such as company literature and brochures. To be considered, any such documentation shall be submitted in writing by 19 December 2016 at 4:00pm EST. As this is a critical purchase incorporating a DPAS rating, no extensions will be granted. FINAL DETERMINATION: Provided no other interested sources with the capability to fulfill this requirement are identified, the U.S. Army Special Operations Command, Fort Bragg, North Carolina intends to negotiate on a sole source basis with the original equipment manufacturer's (Airtec GmbH & Co.) sole distributor for the USA (SSK Military Industries, Inc., 1008 Monroe Road, Lebanon, OH), under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As a result of current market research, SSK Military Industries is the only known source for the military-specific version of the subject requirement. Responses shall be submitted electronically via email to katrina.grimes@socom.mil. If an interested source is not able to contact the Contracting Office via email, information may be submitted to the point of contact cited above via facsimile, (910) 432-9345. All responses shall be submitted by 4:00 PM EST on 19 December 2016 and shall include reference number W36N326322K201 in the subject line and submission documents. Respondents are cautioned that due to file size limitations and e-mail security protocols, there is a risk that not all correspondence will be received by this office. It is the interested parties' responsibility to ensure receipt of all e-mail and faxed correspondence. If receipt has not been acknowledged within 24 hours, please contact the Contracting Office at 910-396-0552. Respondents will NOT be individually notified of the results however, if the final determination results in the verification of a sole source negotiation, the properly redacted Justification and Approval will be posted to the FBO site within 10 days of contract award.
