Description
The purpose of this SOURCES SOUGHT NOTICE is for Market Research ONLY to determine interest and capability of potential qualified firms relative to the North American Industry Classification Code (NAICS) 236220, Commercial and Institutional Building Construction. NO AWARD will be made from this Sources Sought Notice. NO SOLICITATION is available at this time. All responses shall be used to determine the appropriate acquisition strategy for an anticipated future acquisition. GSA is soliciting feedback from interested Small Businesses experienced in executing multi-trade projects under the Job-Order Contracts (JOC) or Simplified Acquisition of Base Engineer Requirements (SABER) business models. GSA intends to create additional Special Item Numbers (SINs) under existing GSA Schedule 03FAC, Facilities Maintenance and Management, which would provide offerors an avenue to obtain a GSA Schedule that would closely resemble performance under the above mentioned business models. GSA anticipates creation of geographically based SINs with which offerors would be allowed to make their offers active in one or more geographic locations. Coefficients would be solicited for specific dollar ranges and metro areas in a similar manner as current JOC or SABER solicitations are structured. The primary difference between existing agency solicitations and performance under GSA schedule would be that competitions at the task order level would yield either single or multiple-award Blanket Purchase Agreements, which would function in a similar manner as existing IDIQ arrangements. GSA anticipates a 100% small business set-aside for the CONUS-based geographic SINs. PROJECT INFORMATION: GSA requires the services of construction firms capable of managing at least 15 simultaneous small projects (typically less than $1M) for a broad range of maintenance, repair and minor construction work Government Wide (open to all agencies). Work will generally consist of multi-trade projects for renovation and repair type work. Typical disciplines involved in project execution include mechanical, electrical, plumbing, drywall, civil/structural, architectural, communications, audio/visual, intrusion detection, pavements, masonry, landscaping, excavation/site preparation, environmental and asbestos abatement, utilities, and power generation related projects. Although a general scope of work would be included at the schedule level, additional work elements would be further defined in individual task orders and will generally consist of multiple disciplines in general construction categories. Specifically GSA seeks the following information from interested Small Businesses: (1) Please provide the firm or joint venture’s legal name/DBA, number of years in business, and contact information (e-mail/phone). Do you currently have a GSA schedule under 03FAC? (2) Socio-economic classification(s) - State your firm's socio-economic classification and what your average annual revenue has been over the past 3 fiscal years. The size standard for NAICS 236220 is $36.5M and is calculated by averaging your firm’s annual gross receipts over the past 3 completed fiscal years. The below link provides more information on how to ensure you meet SBA Size Standards. (3) State the firm’s number of years of experience executing contracts similar to Job-order or SABER contracts. What metro locations and/or military installations have you performed projects on under this business model. Please include contract number(s), locations, dollar value(s) and owner points of contact. (4) Would your firm be interested in participating in a JOC or SABER-like type contract, with similar terms and conditions, but under a schedule-type vehicle If yes, which Geographic or Metro area(s) could your firm serviceGSA would like to solicit feedback on the propriety of establishing geographic / zonal areas. GSA intends to establish distinct geographic areas that an offeror would be able to service. GSA intends to establish the following geographic performance areas: Southeast - States of South Carolina, Florida, Louisiana, Mississippi, Alabama, Georgia Northeast - Maine, New York, New Jersey, New Hampshire, Pennsylvania, Delaware, Rhode Island Mid-Atlantic - District of Columbia, Virginia, Maryland, West Virginia, North Carolina Upper Midwest - Ohio, Indiana, Kentucky, Wisconsin, Illinois, Michigan, Minnesota Plains / Midwest - North Dakota, South Dakota, Nebraska, Iowa, Missouri, Kansas, Tennessee Southwest - Arkansas, Texas, Oklahoma, New Mexico, Arizona Mountain West - Colorado, Wyoming, Utah, Idaho, Montana West - Nevada and California Pacific Northwest - Washington and Oregon (5) What is your firm’s bonding capacity for a single project and in aggregate? (6) Do you anticipate that your firm would have the ability to self-perform 15% of the total contract under this business modelHas your firm experienced difficulty in meeting contract requirements to self-perform 15% of the total contract requirements with your own staff in the pastIf so, please provide explanation or commentary. (7) The Government is contemplating a variation of the traditional pricing model through the use of a Not-To-Exceed (NTE) coefficient. The NTE coefficient represents a ceiling coefficient that could not be exceeded, but could be reduced at the task order level in an effort to allow contractors to remain competitive among the award pool over time. The Government would like to solicit feedback from industry as to the feasibility of a NTE coefficient in a given geographical/metro area. Specifically, please provide input and feedback on perceived benefits or challenges of such an arrangement. (8) The Government intends to solicit coefficient pricing for an initial five-year base period where the only economic price adjustment would be through annual updated pricing in the RS Means or other similar unit pricing arrangement based on wage increases. Does your firm foresee any issues providing pricing under this arrangementAgain, under the NTE coefficient pricing model, the coefficients submitted are ceiling coefficients where each offeror has the ability to lower the coefficient under successive competitions at the BPA-level. (9) Identify if you have in-house Architect and Engineering (Up to 100%) design capability or ready access to design capability, if you subcontract all Architect/ Engineering design work, if you have state certified Professional Engineers and/or registered Architects on staff, and which disciplines you have the ability to design in-house (i.e. Mechanical, Electrical, Structural, Fire Protection, etc.). (10) Would your firm be interested in participating in an industry day event, either virtually or in person? (11) Please provide any other feedback, suggestions, or concerns from your experience performing under a JOC or SABER type contract under a GSA Schedule arrangement. PERIOD OF PERFORMANCE AND CONTRACT VALUE: Any resultant contract is anticipated to be awarded for a base period of five years with three five-year options, for a total ordering period of 20 years. The value / magnitude of construction will vary greatly depending upon the number and location of geographic areas served. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 5 pages in length, single-spaced, 10 point font minimum) demonstrating ability to perform the requested services identified in the above project information.
