- NASA intends to issue a sole source award to Rockwell Collins to: NASA/Rockwell CNPC Cooperative Agreement (NNC11AA01A) Extension SOW 8/1/2016 The partner shall perform a waveform trade study to determine updates necessary to firmware for radio hardware previously delivered to NASA GRC. This trade study shall be based on the published RTCA SC-228 Command and Control (C2) Data Link Minimal Operational Performance Standards (MOPS) (Terrestrial), as well as RTCA SC-228 Working Group (WG2) white papers on enabling lower altitude operations and higher density airport operations. The partner shall develop firmware updates to prototype radio hardware previously delivered to NASA GRC. The firmware updates shall be in compliance with the waveform trade study, unless otherwise specified by NASA. The firmware updates shall be delivered to NASA GRC and be designated as Version-6.0. Upon successful completion of the Version 6 firmware and acceptance by NASA, the partner shall develop additional firmware updates/refinements for the prototype radio hardware. The firmware updates shall be based on findings from laboratory and flight testing on radio Version-6.0, unless otherwise specified by NASA. The firmware updates shall be delivered to NASA GRC and be designated as Version-7.0. The partner shall support development of updates to the RTCA SC-228 C2 Data Link MOPS (Terrestrial) document by participating in RTCA SC-228 C2 technical teleconferences and meetings, in order to provide information on prototype radio design developments and results from tests of the prototype radio. The partner shall support the NASA GRC ground and flight tests of the prototype radios, with onsite personnel as requested by NASA, conduct analysis of data collected during the flight test, and deliver flight test reports, as listed in the table below.
