- NAVFAC Expeditionary Warfare Center, intends to negotiate a single award, firm fixed price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract under FAR Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items. The requirement being competed is for a three-day Executive-Level Public Policy Seminar program in support of the NAVFAC, Naval Facilities Institute (NFI), Port Hueneme, CA. This seminar will allow Acquisition Workforce Members (AWF) selected into the NAVFAC Leadership Development Program (LDP) to fulfill this mandatory leadership course as a graduation requirement. This effort will also allow AWF members and LDP Cadres to attain 24 of their required 80 Continuous Learning Points to be compliant with the DON Continuous Learning Policy. The North American Industry Classification System (NAICS) code for this acquisition is 611430 Professional and Management Development Training, with a size Standard of $11.0M. The prospective Request for Quotation (RFQ) will be processed utilizing a 100% Small Business Set-aside. Due to unforeseen delays a complete RFQ package will become available to download before the end of December 2016. The documents will available to download at the NECO Website as follows: https://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
