Preference is given to environmentally "green" products. Please specify for each line item whether or not item is: recycled content, bio-based/bio-preferred, environmentally preferable, no or low toxic, or other green product not identified. Basis of award will be made considering the Lowest Price Technically Acceptable, i.e., the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. There shall be no trade-offs. Past Performance is a measure of the degree to which a contractor has satisfied its customer in the past. NPS will evaluate past performance based on contacting references provided by the contractor, the Government's knowledge of Offeror?s past performance, and/or references obtained from any other source. Past Performance in formation must include: Company Name, Brief Description of Contract, Dollar Amount, Date of Performance, Vendor Contact Name and Phone Number, Email Address. The Government intends to award a firm fixed-price contract without discussions with offerors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer con forms to the solicitation and has the lowest evaluated price proposal meeting or exceeding the acceptability standards for non- cost factors. A common five level evaluation rating system will be used for contractor's performance. Ratings range from Unsatisfactory to Exceptional. Below is a breakdown of each category: Rating Definition Exceptional Performance meets contractual requirements and exceeds many to the Government's benefit. The element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective. Very Good Performance meets contractual requirements and exceeds some to the Government's benefit. The element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective. Satisfactory Performance meets contractual requirements. The element being assessed contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory. Marginal Performance does not meet some contractual requirements. The element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The element being assessed contains a serious problem(s) for which the contractor's corrective actions appear or were ineffective.
