Description
DRAFT Statement of Work for PA Reporting Tours and Media Cooperatives Title: Sources Sought for the Bureau of Public Affairs Foreign Press Center Reporting Tours and Media Co-Ops -Washington, DC. The U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought, as a means of conducting market research to identify small businesses having an interest in, and the resources to support this requirement for the Bureau of Public Affairs. The results of this market research will contribute to determining the method of procurement and will assist DOS in developing and further defining procurement and acquisition strategies. This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns). The North American Industry Classification System (NAICS) Code assigned to this procurement will be 561920 (Convention and Trade Show Organizers). Please note: Firms submitting a response that are other than small business will not be accepted. Interested small businesses must demonstrate in their capability statement that they are qualified to perform the work outlined below under this NAICS Code. This is NOT a solicitation announcement. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response. The information contained in this notice is DRAFT only, and as such, is subject to change prior to issuance of a solicitation. Background Summary: The Foreign Press Centers advance U.S. policy priorities and issues of strategic importance through engaging foreign media to reach foreign publics, and provide resident and visiting foreign media with direct access to authoritative sources of information about the United States in order to promote in-depth, accurate media coverage of U.S. policy, economy and society. In order to meet the stated mission, FPC offers a variety of public diplomacy programs including "Reporting Tours" and media cooperative broadcast programs or "Media Co-ops." Reporting tours for foreign media are focused on print, radio and digital media. Media Co-Ops are focused on broadcast and digital media. FPC organizes on average 20 foreign reporting tours and 70 Media Co-Ops per year with up to 8-12 productions in progress at a time. Objectives: The objectives of this Sources Sought are to identify providers of logistical, administrative and programming services in support of broadcast and digital reporting tours ("Media Co-Ops") and tours for print and investigative journalists ("Reporting Tours"). These services include, but are not limited to: providing domestic U.S. airfare and hotel reservations in accordance with U.S. Government Travel Regulations (GTR) for global reporting tours of up to 25 participants); working closely with FPC media specialists to design, schedule, and implement reporting tours; facilitating pre-arrival orientations and consultations for reporters; and evaluating results of programs. For Media Co-Ops, services include but are not limited to: contracting the services of independent Media Co-Ops producers who organize, research, and set up appointments; and accompanying broadcast teams when needed. Reference attached DRAFT Statement of Work. Requirements: The proposed acquisition will require demonstrated knowledge for large scale services to include: Planning, reporting, providing research, logistical and administrative support; Secure tour travel and per-diem arrangements in accordance with U.S. Government Travel Regulations; Contract for independent producer services, and manage billings and expenses. Provide domestic U.S. airfare and hotel reservations, provision of travel per-diems in accordance with U. S. Government Travel Regulations, and, for Media Co-Ops, contracting the services of independent Media Co-Ops producers. Knowledge of designing, scheduling, and implementing reporting tours. The existing contract does not require a clearance. Other Important Considerations: Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the Sources Sought or comments submitted in response to requests for information. Capability Statement/Information Sought: As part of response, respondents should provide detailed qualification capability statement to identify the following: • Number of years and type of programs demonstrating large scale experience handling public diplomacy programs involving large groups of international visitors to the U.S. at one time. • Number of years and type of programs demonstrating large scale experience working with media outlets and with foreign journalists in particular. • Relevant past performance history should identify appropriate levels/types of expertise; lists of prior completed projects and/or government contracts of similar nature to those described in the DRAFT Statement of Work. If your company has the capacity to perform the services outlined above, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number and/or other Government-Wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description. Information Submission Instructions: The deadline for submitting capability statements relating to this announcement is 4:00PM (EST) January 3, 2017. Responses are limited to ten (10) pages not including cover page and table of contents. All responses to this Sources Sought must be submitted electronically to Maureen Borek, Contracting Officer, via email at BorekMP@state.gov and shall have the words "PA Reporting Tours and Media Co-ops," in the subject line. Telephone inquiries will not be accepted or acknowledged. No mail courier responses will be accepted. If a solicitation is released, it will be via FedBizOpps (http://ww.fedbizopss.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this Sources Sought or a future solicitation.
