- This is a Notice of Intent to Increase the Ceiling of Contract N66001-15-C-4045 to BAE Systems IESI, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) on 29 June 2015 for a performance period of 36 months. The effort under the contract is in support of the DARPA I2O Program, Edge-Directed Cyber Technologies for Reliable Mission Communication (EdgeCT), and involves innovative research in the area of resilient, mission-aware computer networking to investigate innovate approaches that enable revolutionary advances in science, devices, or systems. Under this additional effort, the contractor shall develop a network coding solution to multicast communications within a unified framework for optimal Internet Protocol (IP) transport by implementing a modular overlay gateway and closed-loop controller for real-time adaptation of the network to transparently and optimally relay NACK-Oriented Reliable Multicast (NORM), a state-of-the-art reliable multicast protocol [RFC5401], traffic over multiple paths for reliability, robustness, and performance. The contractor will also implement intelligent caching that maximizes performance within a Predictive Flow Optimizer (PFO) forwarding model given uncertain topology and caching conditions. Both of these components will leverage and advance the current research in distributed optimal multipath rate control, multipath data coding, constraint-based optimization, and resource planning based on estimated belief states. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA I2O could not have reasonably estimated the results and/or need for additional research under this program. This action includes a ceiling increase of approximately $1,499,941 with no change in length of contract performance.
