- Description
- Naval Air Systems Command (NAVAIR) intends to issue a Fixed Price type contract(s) to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) for Full Rate Production Lots (FRP) 7-11 of the E-2D Advanced Hawkeye (AHE) for an anticipated total of twenty (20) aircraft with a Variation in Quantity (VIQ) allowing up to forty (40) total aircraft. The proposed effort also requires NGSC to provide associated program management, systems engineering, non-recurring engineering, production engineering support, production management, quality assurance, integrated logistics support, interim support spares, organizational and intermediate-level peculiar support equipment, organic depot and core logistics transition support, training and training support, configuration changes, product support, engineering investigations, software support activity, non-recurring engine support, and technical, administrative, and financial data in support of these items. This proposed contractual action will serve as the follow-on procurement to the E-2D AHE FRP Lots 2-6 aircraft procured via contract N00019-13-C-9999. As the sole designer, developer and manufacturer of the E-2D AHE aircraft weapon system, NGSC is the only source with the requisite knowledge, experience, and technical data required to successfully manufacture the aircraft without causing unacceptable delays in meeting the Navy’s operational requirements. In addition, an award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
