- The US Army Medical Research Acquisition Activity (USAMRAA) proposes to award to Axiell ALM Canada, Inc, on a sole source basis, a non-personal service contract to provide renewal of continuous maintenance and support services for 15 Electronic Museum (Emu) software licenses which were previously procured and have been fully integrated as a key tool for the management of the collections of the National Museum of Health and Medicine (NMHM). Services include version upgrade, hotline support and 10 days on-site support. This is a continuation of services previously provided on contract number W81XWH-12-P-0634. Competing this requirement and awarding to any other source would entail the expenditure of additional funds and significant loss on production time associated with the research, purchase and migration to a different brand name collections database. The transition would require approximately a one month correlation study period to validate the methodology and ensure results from another management system were the same as the current EMu data and then four months to fully implement; this would in effect double the workload for multiple users. In addition, not only would a change to another management system negatively impact the end user efficiency and productivity, the database management service provided under a separate contract from this requirement would similarly be impacted. Issuing an award to other than Axiel ALM Canada, Inc will jeopardize the EMu maintenance services, thereby result in to additional cost and delay to the Government. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
