Fully Operational Hosting Facility I. DISCLAIMERS: This announcement constitutes a Request for Information (RFI) for information and program planning purposes only and shall not be construed as a solicitation or an obligation on the part of the JOMIS PMO. It will be used for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately on the Federal Business Opportunities (FedBizOpps) website. Information on the specific topics of interest is provided in the following sections of this announcement. Neither the Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO) nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information. Respondents are advised that the JOMIS PMO is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. BACKGROUND: The Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO) requests information on specific capabilities for hosting the production environments for the Theater Medical Data Store (TMDS) / Medical Situational Awareness in the Theater (MSAT) and the Master Cluster Management Service (MCMS). TMDS is a Non-classified Internet Protocol Router Network (NIPRNet) web-based application used to view Service members' medical treatment information recorded in the combat zone. It serves as the authoritative repository for all medical encounters in the Theater. MSAT is a Secret Internet Protocol Router Network (SIPRNet) web-based application that aggregates information from multiple communities to provide decision support and a common operating picture. MSAT interfaces with TMDS and receives data from the unclassified NIPRNet through a cross-domain solution hosted at the Defense Information Systems Agency (DISA). The MCMS is the centralized data routing hub for the transmission of all Theater-generated data from Outside Continental United States (OCONUS) as well as US Ships. The MCMS uses the Theater Medical Information Program - Framework (TF) software to facilitate the exchange of information between medical information systems. Both TMDS and MSAT carry Department of Defense (DoD) mission assurance categories (MAC) of II which requires a resumption of services no more than 24 hours following an outage. III. SPECIFIC INFORMATION OF INTEREST: Through this RFI, the JOMIS PMO seeks ideas, comments, and information from the public that will assist as it develops a path forward that will most effectively achieve the objectives of having a reliable hosting facility. Responses must comprehensively address all capability areas delineated below in addition to providing any relevant information necessary for the government in determining if the opportunity exists for the continuity of operations in the event of a disaster or catastrophic failure. In particular, the JOMIS PMO is interested in responses to the following questions. Respondents are encouraged to review the questions and include responses to the most relevant questions in their submissions. Please expound on your responses. Simple yes or no responses will not provide the level of detail required for this market survey. Respondents do not need to respond to all the questions listed below. 1. Does your hosting facility: • Have or have the ability to obtain co-located NIPRNet and SIPRNet capabilities? • Have an Accredited Hosting Facility with the eligibility to hold a government classification level for capability areas that may require use of classified information? • Have the ability to transfer data bi-directionally from unclassified to classified networks (via manual air gaps or cross domain solution? • Have the ability to host Protected Health Information (PHI) as prescribed under the under the US Health Insurance Portability and Accountability Act (HIPAA)? • Have the ability to "go live" to an Alternate Computing Facility (ACF) within 24 hours of the onset of a sustained TMDS/MSAT outage (MAC II requirement)? • Have capability to meet the Department of Defense Instruction (DoDI) 8500.2 IA continuity requirements for MAC II systems? • Provide synchronous data replication between the primary site and the ACF? • Provide 24/7 support services comparable to those of modernized production hosting sites (e.g. Network support, helpdesk support, Air Gap support and remote administration access)? • Accommodate interfaces with approximate 40 DoD partner systems? • The ability to virtualize large Oracle database servers? What is the industry best practice for this? • Any capabilities for Cloud hosting services? 2. Has your organization partnered with any Government agencies for hosting facilities? If so, please provide any history and relevant information to include the agency name, lessons learned, and contract number(s) of the past partnerships. IV. SUBMISSION INSTRUCTIONS and FORMATTING REQUIREMENTS a. Responses must be submitted no later than 4:00 PM EST, 06 JAN 2017. b. All responses should be in PDF format and emailed to dha.ncr.peo-ipo.mbx.jomis-pmo-information@mail.mil. The subject line of the email should read as follows "RFI: Fully Operational Hosting Facility". All responses should be unclassified. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this notice will not be returned. c. Responses should not exceed 10 pages and should be typed in 12- point Times New Roman font, single spaced, with 1-inch margins. All sections are included within the 10-page limit. d. A suggested submission organization: 1. Cover Sheet - RFI number and name, address, company, technical point of contact, with printed name, title, email address and date. 2. Table of Contents with page numbers 3. Organization Overview 4. Relevant Capabilities 5. Other Pertinent Information No cost or pricing information should be provided. Any received will be deleted and destroyed. V. QUESTIONS AND POINT OF CONTACT At this time no questions are being accepted. Any questions submitted to the submission mailbox will not be answered.
