Description

This is a Sources Sought Notice. This does not constitute a solicitation. The information gathered from this request is for planning purposes only. If a solicitation is issued, it will be issued at a later date. The Government is not obligated, nor shall it pay, for any information received from potential sources as a result of this Sources Sought Notice. No official solicitation exists in connection to this notification. If in the future an official solicitation is released, there is no guarantee that sources responding to this sources sought will be included on the sources list. This Sources Sought Notice is to determine the availability and capability of qualified large or small businesses including certified 8 (a), Small Disadvantaged, HUBZone firms; veteran and Service-Disabled Veteran-Owned Small Businesses and Women Owned Small Businesses to provide the requirement. The NAICS code associated with this requirement is 517110, small business size standard is 1500 employees. The Naval Supply Systems Command Fleet Logistics Center, Pearl Harbor is seeking vendors who can provide the following under an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price services type contract, base year plus four option years: Cable TV and Internet services for Joint Base Pearl Harbor Hickam (JBPHH), throughout the base, to its tenant commands, including Commander Navy Region Hawaii, US Pacific Command (Camp HM Smith), Commander Pacific Fleet, Naval Health Clinic Hawaii, Submarine Forces Pacific, and other units located on the Joint Base and Camp HM Smith, HI. Interested providers may choose to install a new infrastructure and/or possibly utilize the existing infrastructure (through a separate business agreement with the current hardware and equipment owner, Time Warner Communications) to provide these services. The vendor would be required to enter into a non-exclusive franchise agreement with the government. All services are required to be available uninterrupted 24 hours per day, 7 days per week. Due to current restrictions on modifying, adding, and mounting fixtures and materials of any type on buildings designated as or within historical districts, cable TV service is the minimum requirement (satellite dishes are not acceptable). Basic cable TV service shall consist of a video channel lineup substantially similar to that which is available to the general public on the island of Oahu, Hawaii. Approximately 650 lines of this type are required. Each unit/command (approximately 35) shall have separate and independent accounts to be billed separately. Premium service shall also be available consisting of digital programming, High Definition video, expanded entertainment and variety channels, movie channels, digital music, and Digital Video Recording set top boxes. Internet. Various levels of commercial Internet service shall be provided with download speeds ranging from 7 Megabits per second to 300 Megabits per second. Approximately 20 Internet lines are required. Government Use Channels. The provider shall maintain two channels for the exclusive use of the government to broadcast military/government specific information to all JBPHH subscribers. For reference only, the current JBPHH cable TV contract is N00604-12-D-3005. A copy of the Performance Work Statement for that contract is attached for information only. If a solicitation is issued, the Performance Work Statement may or may not be different. Interested firms are encouraged to respond to this notice with documentation showing the companys ability to fulfill the requirement described. Responses to this notice should include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Business size for NAICS 517110. 3. Technical narrative detailing the companys ability to deliver services listed in a timely manner to Oahu, HI. The Government acknowledges that responses to this sources sought are not binding offers. The information obtained will assist in our market research and future solicitation processes.
