- Request for Information Procurement Intelligence Database December 7, 2016 DESCRIPTION 1.1 The Department of Commerce (DOC), Minority Business Development Agency (MBDA) is seeking a subscription based procurement research application that will be used to support the business development activities of MBDA and its funded centers. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. BACKGROUND 2.1 Mission and Vision The Minority Business Development Agency (MBDA), a bureau within the United States Department of Commerce (DOC), helps to create and maintain U.S. jobs, by promoting the growth and global competitiveness of large, medium and small minority business owned and operated by members of the minority communities. In accordance with Executive Order 11625, the Minority Business Development Agency (MBDA) promotes the establishment and development of minority businesses by providing management and technical assistance to the United States based minority business enterprises (MBEs). Through a national network of business centers and a wide range of domestic and international strategic partners, MBDA provides Agency clients with the technical assistance and access to capital, contract opportunities and new markets they need to create new jobs. OBJECTIVES The objective of this project is to assist MBDA's Business Centers in the identification of procurement intelligence related Federal, State, and Local contractual opportunities. Access to this information will assist MBDA's Business Center clients in actively pursuing procurement opportunities within the public sector. REQUIREMENTS INTELLIGENCE SYSTEM The Contractor shall deployment of an enterprise-wide procurement intelligence system to support the needs and priorities of MBDA and its network of centers. The proposed system shall support minimum MBDA's user base of two hundred (200) users at any given time. The proposed system shall allow users to identify, research, and manage procurement opportunities currently available within Federal, State, and Local governments. Specifically, the system shall provide the following functionality: • The system shall provide detailed information on procurement opportunities available on the Federal, State, and Local levels. • The system shall provide detailed information on awarded contracts on the federal, state, and local levels. • The system shall provide information on vendor's performance and their award history. • The system shall provide information on the organizational structure for federal, state and local agencies. • The system shall provide contact information on all government staff involved in projects/program within the government (e.g., government program managers, offices, technology professionals, CIOs, elected officials, and agency executives) • The system shall provide daily updates (when possible) of all active and awarded procurements. • The system shall provide access to a cross-section of awarded contracts. • The system shall provide an extensive repository of upcoming, current, and past solicitations from federal, state and local governments. • The system shall provide the profiles of federal agencies and state governments with detailed information on their respective procurement regulations. • The system shall provide information on technologies, as well as their respective environments, currently employed by federal, state and local agencies and outline their funding priorities by fiscal year. • The system shall provide a digital library past solicitations, technology plans, as well as strategy and roadmap documents for federal, state and local programs. The digital library will also provide users access to primary and secondary research on trends impacting procurement. • The system shall allow users to generate reports exportable to Microsoft Office 2010 (e.g., MS Word, MS Excel) and Adobe PDF. • The system shall allow users to create and save searches, and track a procurement opportunity through a managed alert system. • The system shall be able to support MBDA's national/international network of centers. • The system shall promote a collaborative environment that will allow users to share information, and initiate/manage projects. • The system shall be accessible through multiple platforms including pc (desktop/laptop), and mobile (cellular, and tablet). • The system shall be a cloud based solution maintained by the proposed Contractor. • The system shall maintain a minimum uptime of 95.5% excluding scheduled maintenance. Task 2 - Technical and Administrative support throughout the period of performance The Contractor shall provide technical and administrative support throughout the period of performance. • The Contractor shall perform the following activities associated with this task: • The Contractor shall provide training providing an overview of the system within 30 days of award. Cost of overview training should be included as a part of the subscription service. • The Contractor shall provide ongoing training to support new and existing MBDA staff and Center staff. • The Contractor shall provide technical support for system issues which occur during the period of performance. • The Contractor shall ensure that user data collected to enable access to and will be managed in accordance with all laws and regulations guiding the management of personal and business identifiable information (PII and /or BII), specifically, the Privacy Act (5 U.S.C. section 552a). • The Contractor shall ensure that no user information collected for this subscription will be sold to, shared with, distributed to, or used by any third party without the express written consent of the Minority Business Development Agency (MBDA). • The Contractor shall notify MBDA a minimum of twenty-four (24) hours prior to the start of any scheduled maintenance. • The Contractor shall include all maintenance upgrades and security patches related to the system. Task 3 - Reporting The Contractor shall provide the following reports: • The Contractor shall provide monthly usage reports to be submitted to the contracting officer representative no later than the 10th of each month. • The Contractor shall provide monthly help desk reports to be submitted to the contracting officer representative no later than the 10th of each month. • The Contractor shall submit any terms and agreements with their response to the aforementioned requirements. Submission of such terms will be provided in the form of an attachment to the technical proposal. Task 4 - Close Out • The Contractor shall coordinate a "close-out" meeting and provide a written close-out report addressing each of the aforementioned tasks. • The Contractor shall develop and deliver a close-out report. • The Contractor shall coordinate the scheduling of a close-out meeting to walk through the details of the submitted close out report. RESPONSES 3.1 Interested parties are requested to respond to this RFI with a white paper. 3.2 White papers are due no later than Wednesday, December 14, 2016, 11:00 AM EST. Responses shall be limited to no more than 5 pages and submitted via e-mail only to stephanie.kelly@nist.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 3.3. The white paper shall provide administrative information, and shall include the following as a minimum: A. Name, mailing address, phone number, fax number, and e-mail of designated point of contact. B. Identify the capability of the database as it relates to requirements described above in the Requirements section. C. Cost information as available based on the information available. D. Geographic coverage. E. DUNS Number and verification of SAM.gov registration F. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541519, Other Computer Related Services. "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $27.5 million dollars in annual receipts. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions may apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide access to a procurement database for the purpose of selection. The information provided in the RFI is subject to change and is not binding on the Government. The Department of Commerce has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
