- BID SHEET PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Requisition Number W81EWF62708467 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: Cellular Confinement System Laboratory Testing. The contractor will conduct controlled material testing of various sizes of cellular confinement systems from four (4) different manufacturers. Table 1 contained in the attached Performance Work Statement (PWS) summarizes standard test methods. Tables 2 and 3 contained in the PWS summarize materials and sizes of cellular confinement systems to be tested. The ERDC will obtain and deliver the materials to the material testing laboratory for testing. Material delivery will occur within the two weeks following contract award. Potential vendors may access the following attachments below: Attachment 01 (Performance Work Statement) Attachment 02 (Quote Submission Form) The North American Industry Classification System Code for this procurement is 541380 (Testing Laboratories) with a small business size standard of $15.0 million in average annual receipts. In accordance with the attached PWS (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing items/services that at least meet the minimum requirements as defined in the PWS (Attachment 01) 2) Price The vendor must submit the following so the Government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the proposed services are in accordance with the PWS and that the vendor is capable of meeting the requirements of the PWS. (Attachment 01) 2) Must include a completed Quote Submission Form (Attachment 02) and include the details of the quoted services.
