- Vault Toilet Pumping - BLM Utah The Bureau of Land Management (BLM) State-Utah seeks a contractor to "pump out" sixteen (16) vault toilets in twelve (12) different locations in Washington County, Utah via thirteen (13) scheduled pump outs per year. The full details are in the line item description and the Scope Of Work (SOW) which is one of the attached files. This is for one base year and two option years. This combined synopsis / solicitation is being conducted solely under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures with, under the authority of FAR 12.203 Procedures for Solicitation, Evaluation and Award, the sole exception that FAR Part 15.101-1 Tradeoff Process will be used as the method of source selection. This combined synopsis / solicitation(RFQ) is being conducted under NAICS code 562991 Portable Toilet Pumping Services under which a company must have $7.5 million dollars or less in sales to be classified as a small business under this code. This procurement is a 100% total set aside for small business under NAICS code 562991. The contractor will be selected by means of best value criteria. The criteria, in no particular order of importance, are: 1) equipment to be able to do the work (note: the SOW describes the road conditions that must be used to reach the vault toilet sites along with all the other pertinent details) 1 to 10 points with 1 being the lowest score and 10 being the highest score, 2) past performance which includes reference checks 1 to 10 points with 1 being the lowest score and 10 being the highest score and 3) price. The criteria other than price are approximately equal in importance to price. Hence the total number of points for numbers one and two will be weighed to price where the total number of points is approximately equal in importance to price. Submittals required: the quoting contractor must furnish references with complete contact information. No more than three references are to be submitted. The terms and conditions are the Federal Acquisition Regulation (FAR) clauses of a service in the dollar range of Simplified Acquisition Procedures - attached file. All contractors wishing to do business with the federal government must have a current entry in the SAM computer systems (https://www.sam.gov) and not be debarred from federal government contracting.
