Solicitation Number: W91QVN-17-R-0028 Notice Type: Pre-Solicitation Synopsis Purchase Description: 411th Contracting Support Brigade (CSB), Korea intends to issue a full and open competition solicitation for the contract for Inspection, Testing and Maintenance (ITM) Services for Fire Alarm Detection and Suppression Systems (FADSS) for USAG Yongsan. North American Industry Classification System (NAICS) code for this procurement is 922160. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM). Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. Acceptable- Proposal clearly meets the minimum requirements of the solicitation Unacceptable- Proposal does not clearly meet the minimum requirements of the solicitation Scope of Work: This is a repetitive requirement for Inspection, Testing and Maintenance (ITM) Services for Fire Alarm Detection and Suppression Systems (FADSS) for USAG Yongsan. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Inspection, Testing and Maintenance (ITM) Services for Fire Alarm Detection and Suppression Systems (FADSS) as defined in the Performance Work Statement (PWS). Period of Performance (POP): CLINs Period of Performance 0001 - 0017 Base Year 1 March 2017 - 28 February 2018 1001 - 1017 1st Option Year 1 March 2018 - 28 February 2019 2001 - 2017 2nd Option Year 1 March 2019 - 29 February 2020 3001 - 3017 3rd Option Year 1 March 2020 - 28 February 2021 4001 - 4017 4th Option Year 1 March 2021 - 28 February 2022 Contract Type: A single Firm Fixed Price (FFP) and Requirements CLIN for FFP Task Order type of contract CONTRACTOR AND KEY PERSONNEL QUALITIFICATION Prime Contractor Qualification: The Prime Contractor shall have a Fire Protection Facilities Management Business Registration (소방시설관리 유지업 등록증) to perform Inspection, Testing, and Maintenance of Fire Protection Systems issued by Republic of Korea (ROK) or Korean Business Licensing combined with US registered Fire Protection Engineering (FPE) or NICET certification. Prime Contractor shall have minimum two (2) years' experience in fire alarm system within the last five (5) years. Key Personnel: The following personnel are considered key personnel by the Government. All certification & license requirements shall be current. The qualifications for all key personnel who shall possess following identified requirements in local or U.S. are listed. Contract Manager (CM): The Contractor shall provide a Contract Manager (CM) who shall be responsible for the performance of work. Any changes of these individuals shall be submitted in writing to the COR prior to performance. The replacement of CM shall have the same or exceed qualification and experience as the individual he/she is replacing. CM shall have minimum two (2) years' experience as a CM in managing fire alarm system within the last five (5) years. Engineering Supervisor: The Supervisor shall possess at least two (2) years of consecutive experience within the last five (5) years of fire protection system related works, and shall possess at least one of the following identified requirements in local or U.S., as applicable to the work being supervised: 1. National Institute for Certification in Engineering Technologies (NICET) Level III Certificates or above (at least one of the following, whichever is applicable to the work being performed): - Fire Alarm Systems - Inspection and Testing of Water-Based Systems - Water-Based (Formerly Automatic Sprinkler System) Layout OR Registered Fire Protection Professional Engineer (PE) License in U.S. or Local (소방기술사). OR A registered professional engineer who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES). Mechanic Fire Engineering Technician: The Mechanic Fire Engineering Technician shall have valid and current certificate/license in Water Based Fire Protection System, National Institute for Certification in Engineering Technologies (NICET) Level II or Engineer Fire Protection System - Mechanical (소방설비기사-기계분야) or Industrial Engineer Fire Protection System - Mechanical (소방설비산업기사-기계분야). The Mechanic Fire Engineering Technician shall have at least two (2) years of consecutive experience within the last five (5) years of fire protection system related works. Electrical Fire Engineering Technician: The Electrical Fire Engineering Technician shall have valid and current certificate/license in Inspection and Testing of Fire Alarm Systems, National Institute for Certification in Engineering Technologies (NICET) Level II or Engineer Fire Protection System - Electrical (소방설비기사-전기분야) or Industrial Engineer Fire Protection System - Electrical (소방설비산업기사 - 전기분야). The Electrical Fire Engineering Technician shall have at least two (2) years of consecutive experience within the last five (5) years of fire protection system related works. 2. PAST PERFORMANCE 3.
