- The subject requirement is for the acquisition of one NSN that is a competitive full and open drawing. Drawing MIL-PRF-32052(1)SUP 1 not 1. This proposed procurement includes an item within the Federal Supply Class of 6140. The requirement will result in an award of a Basic Order of Supplies for a grand total of 15,649 units. A 100% option will be included. CLIN 0001 is for 3,195 units and CLIN 0002 is for 12,454 units without option. CLIN 0001 is for delivery at SanJoaquin, CA (W62G2T) and CLIN 0002 is for delivery to Susquehanna, PA (W25G1U). The procurement will be in accordance with FAR Part 15. The solicitation will be available in FedBizOpps on or about December 22, 2016 with an anticipated award of March 31, 2017. The solicitation will be available at http://dibbs.dscc.dla.mil/rfp. NSN requires Contractor First Article Testing as well as Contractor Production Lot Testing. An alternate source must submit data and be approved by cognizant Government engineering activity. The delivery for this acquisition will be on a FOB Destination basis. Battery, Storage NSN 6140-01-490-4316 FOB Destination Inspection & Acceptance Origin Total Contract Purchase 15,649 Units without option/31,298 with 100% option Unit of Issue: Each Delivery: 140 Days ADO for the 31,298 Units All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in this solicitation for this item, However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice. The technical drawings/bid sets will be available. This solicitation is set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer.
