Synopsis: This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Retirement & Benefits Software Subscription Services for the Human Resource Center located at 575 North Pennsylvania St. Suite 428, Indianapolis, IN 46204. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 541519 Other Computer Related Services. The Small Business Size Standard is $27.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work: 1. Introduction The intent of this Statement of Work (SOW) is to support the agency of Department of Veterans Affairs, National Cemetery Administration, Human Resources (NCA HR) located in Indianapolis, Indiana. As the employing agency, NCA HR has a primary responsibility for the delivery of retirement information and education to the employees of 1,850 and for supporting financial literacy. This request is for supporting NCA HR through providing software to directly assist them with their agency s primary responsibilities. NCA HR needs a tool that allows their agency to deliver information to their employees, efficiently and effectively. This is important as it helps NCA HR s employees plan for and prepare for retirement and other significant life events. 2. Support Shall include: a) Seven (7) master user accounts able to service approximately 1,850 employees that fall under NCA HR. b) The ability to build current and historical information regarding an employee s service. c) Analyze an employee s service to determine creditable vs. non-creditable service as well as automatically evaluate retirement coverage. d) Perform computational functions that cover Full and Part-Time Retirement Annuity Estimates, Service Analysis, Average Salary Computations, Service Computation Dates, Social Security Estimates, Service Credit Computations, TSP Tools, and Other Retirement Computations. e) Generate reports, such as a retirement estimates, professional retirement estimate reports, service computation date reports, average salary reports, and deposit/redeposit reports. All reports must be able to be generated in PDF format for in-system delivery. f) Create Forms for retirement and benefits related tasks. Service shall produce methods of generating forms through efficient and effective methods. g) Software Support: Service shall include comprehensive help including user tutorials and service/staff support through telephone and email support. (at no additional expense) Additionally, tutorials shall provide explanations of all the tools and functions and system shall be user friendly. h) Training: To help utilize all the capabilities towards future updates and operations, service must include a new user training program for HR Specialists. And additional training must be available through online methods due to convenience. New user training must be available immediately and at no additional expense. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
