Description
National Institute of Standards and Technology (NIST) Acquisition Management Division Sources Sought for Commercial Services Purchase The National Institute of Standards & Technology (NIST) seeks information on contractors that are capable of providing the following: Acquire one (1) WR-6 Waveguide Power Standard System consisting of one (1) WR-6 Waveguide Microcalorimeter, one (1) Power Meter, and two (2) Transfer Standards (Thermalelectric Power Sensors). Background The Microwave Power Project at the National Institute of Standards and Technology (NIST), located in Boulder, CO., performs electronic power metrology to allow calibrating and characterizing standard power detection components for both US industry and government entities. NIST's current metrology capability covers frequencies from 30 MHz to 75 GHz with a possible coverage up to 110 GHz that is partially established. Acquisition of a WR-6 Waveguide Power Standard System, which is built to the standards of National Measurement Institute (NMI) metrology-grade equipment, will allow NIST to perform SI-traceable measurements over a frequency range of 110 GHz to 170 GHz. Scope The WR-6 Waveguide Power Standard System shall have the following characteristics: 1. The system shall consist of a calorimeter, at least two power sensors, and an external power meter. 2. The system shall be capable of measuring microwave power at a level from 0.1 mW to 10 mW across the full WR6 band from 110 GHz to 170 GHz, inclusive. 3. The external power meter shall be powered by conventional AC electrical supply of 110 V and 60 Hz. 4. The calorimeter shall fit within our existing water bath with a dimension of 17" wide x 11" depth x 6" high. 5. The power meter shall consume no more than 10 Watts total power. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum requirement (see Technical Specifications above), NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 334515 with a small business standard size 750 employees. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the product identified. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information: 1. Name of company that will provide service. 2. Name of individual who will perform the service. 3. Background, education, and experience of individual who will perform the service. 4. Any other relevant information that is not listed above which the Government should consider in developing NIST's minimum specifications and finalizing the market research. Any proprietary information should be clearly marked. The written capability statement should be received by the Contract Specialist no later than 3:00 pm MST Monday December 12, 2016. The capability statement shall identify the business status of the organization. Only electronic statements will be accepted. Faxes will not be accepted.
